Victoria Police pay scale 2026: recruits to Leading Senior Constable

Schedule A of the 2025 enterprise agreement, from 1 June 2026. Classification Levels 1 and 2, progression points 1 to 16.

Victoria runs one continuous ladder of 16 progression points across its two junior classification levels. Points 1 and 2 are Constable, points 3 and 4 are First Constable, points 5 to 12 are Senior Constable and points 13 to 16 are Leading Senior Constable. The figure shown is the "ordinary rate of pay": the salary you're actually paid, with the commuted penalty already inside it.

The step from First Constable point 4 to Senior Constable point 5 is worth $9,080 a year, the biggest jump on the ladder before Sergeant. After that the Senior Constable points are smaller, between $1,580 and $2,810 apart, which is why the Leading Senior Constable points and the allowances matter so much to mid-career pay.

PSOs have their own five-rank ladder. Like police, the PSO rate includes the 13% commuted penalty.

PSOs are paid from day one of the 12-week PSO Academy. Reservists must have at least 2 years' prior service in Australia, New Zealand or the UK.

A PSO starts on $77,508, which is $6,552 less than a sworn constable at point 1. But there's no lower training rate: PSOs are paid that salary from the first day of the Academy, while police recruits spend 12 weeks on $61,187. PSOs who convert through the Constable Qualifying Program go onto the constable increment that matches their PSO salary (clause 75.1), so they don't take a pay cut. Police Custody Officers are not on this agreement; they're Victorian Public Service employees.

For the PSO pathway in full, see our guide to the Protective Services Officer role in Victoria.

What the Victoria Police salary includes

Victoria packages pay differently from most forces. The Schedule A rate isn't a base salary: it already contains a 13% commuted penalty allowance (clause 64.1) for PSOs and Constable to Senior Sergeant, and 16.4% for Officers (clause 65.1). That covers your liability to work weekends, public holidays and shifts. The underlying base rate is the Schedule A figure divided by 1.13 (or 1.164), and it's only used to calculate overtime.

Inside the Schedule A rate

  • ✓Base pay for your point
  • ✓13% commuted penalty (16.4% for Officers)
  • ✓Compensation for weekend, public holiday and shift liability

Paid on top of it

  • ✕Shift penalties for hours worked in unsociable, intrusive and weekend periods
  • ✕Operational Readiness and General Duties Allowances
  • ✕Capability or leadership, retention and wellbeing allowances
  • ✕Overtime, worked out on the base rate (÷ 1.13)

So a Victorian constable's salary looks lower than it is next to some forces, and higher next to others. NSW quotes base plus an 11.5% loading; Queensland quotes base and adds a 21% shift allowance for operational officers; WA quotes base and pays flat-dollar shift allowances. The national police salary comparison explains each basis.

The allowances are where the 2025 deal's money is

For a constable at point 1 who is OSTT-qualified and in a general duties station role, the Operational Readiness Allowance ($2,644), General Duties Allowance ($1,322), capability allowance ($3,488), retention allowance ($1,096) and wellbeing allowance ($602) add $9,152 a year on top of the $84,060 salary, for a total of about $93,212 (our sum of the agreement amounts).

The 1 June 2026 pay rise, and the next one

Schedule A rose by 3.00% on average on 1 June 2026, the third of four columns in the 2025 agreement. That's lower than the "4.5% a year" in the news coverage, because the agreement delivers much of its value through allowances that phase in over the life of the deal rather than through the salary table.

A state election is due in November 2026. Labor has pledged 1,500 extra police and a new academy in Wyndham; the Liberal Opposition has pledged 3,000 extra police, including overseas recruits. These are promises about numbers, not pay rates. For the bargaining history and what's next, see the Victoria Police pay deal page.

Recruit pay at the Victoria Police Academy

Victoria pays recruits a salary from day one, which is not true everywhere: NSW students do 16 weeks unpaid. The Police Foundation Training Program at Glen Waverley now runs for 25 weeks, cut from 31, and you're sworn in as a probationary constable at the end of week 12.

Recruits also receive some allowances: a recruit retention allowance of $798 a year and a recruit rate of the Operational Readiness Allowance. Recruits don't get the wellbeing allowance. If you live more than 40 km away you can live in at the Academy for $529.50 a fortnight including meals. A regional academy in Mildura is due to open in January 2027.

The full selection process, from the $284 entrance exam to the panel interview, is in how to become a police officer in Victoria.

How you move up the Victoria Police pay points

Progression in Victoria is a mix of annual increments and in-situ promotion. For constables, increments are annual on your anniversary. Moving from First Constable to Senior Constable is in situ after 4 years' service, provided you've completed the Victoria Police Education Program components and your performance is satisfactory (clause 74.5). That makes point 5 ($102,648) a predictable target four years after swearing in.

Promotion appeals go to the Police Registration and Services Board. More on the process in our Victoria Police promotion guide.

Shift penalties and overtime in Victoria

Even though the commuted penalty sits inside your salary, the agreement still pays shift penalties for the hours you actually work in unsociable periods (clause 79). They're a percentage of the ordinary hourly rate, so they grow with your pay point.

Weekend rates also apply on Christmas Day, Boxing Day, New Year's Day and Australia Day. Dollar figures are our estimate: ordinary rate $84,060 ÷ 52.14 weeks ÷ 38 hours = $42.42 an hour, times the penalty, times 8.

Other public holidays aren't paid as a loading. Instead, 2 weeks of the 9-week leave package are given in lieu of public holidays. More than 7 night shifts in 28 days pays time and a half, and a break of less than 10 hours between shifts attracts a 25% penalty.

Overtime

  • ✓ Monday to Friday: time and a half for the first 3 hours, then double time
  • ✓ Weekends and public holidays: double time
  • ✓ Once you pass rostered hours plus 3, all further time is double time until you get 8 hours off
  • ✓ Recall between shifts: minimum 3 hours
  • ✓ Recall on a rest day: minimum 4 hours
  • ✓ Court on a rest day or within 8 hours of night work: minimum 4 hours

Overtime multiplies the base rate (ordinary rate ÷ 1.13), not the ordinary rate. For a Constable at point 1 that's about $37.54 an hour, so a weekday overtime hour pays about $56.31 and a weekend hour about $75.09. A Sergeant at point 1 has a base rate of about $61.55 (our estimates on a 38-hour week). Detectives up to Senior Sergeant are paid commuted overtime instead: $14,157 a year for constables and senior constables and $19,217 for sergeants and senior sergeants, with Operational Readiness.

Members at one-member stations get a similar trade: the One Member Station Allowance of $14,157 a year (with Operational Readiness) is paid in place of overtime within the station's response zone. If you're weighing a detective or one-member-station role, compare that flat amount with the overtime you actually work now. Compare all of this with other forces on police overtime and penalty rates.

Every Victoria Police allowance, with amounts

The 2025 agreement has a long list of allowances, and several of them were new in this deal. Amounts below are from 1 June 2026 unless the row says otherwise, with the full schedule of earlier and later amounts in the notes. Several are only for specific roles: the Flying Operations Allowance for the Air Wing is the largest at more than $57,000 a year.

'OR' rates apply to Operational Readiness-qualified members. The Police Custody Officer penalties are under the Victorian Public Service agreement, not the police agreement. Tactical Flight Officer rates are on a separate schedule we haven't transcribed.

In Victoria, two constables on the same point can be several thousand dollars apart, depending on whether they're OSTT-qualified and working general duties at a station.

What Victoria Police take home: three worked examples

These examples use the Schedule A rate from 1 June 2026 with 2026-27 resident tax rates, the Low Income Tax Offset and the 2% Medicare levy. They assume no HELP debt and no extra super contributions, and they leave out allowances, shift penalties and overtime.

Victoria Police leave and hours

Annual leave

What the agreement gives
9 weeks (342 hours) a year: 7 weeks (266 hours) recreation leave plus 10 days (76 hours) accrued time off, credited at the start of each financial year (cl 130.1-130.2). The official site describes it as 5 weeks + 2 weeks in lieu of public holidays + 10 days ATO. Leave loading: 17.5% of the base rate on the first 152 hours of recreation leave per financial year (Superintendents/Commanders on the Superintendent PP1 rate) (cl 131.1).

Personal/carer's leave

What the agreement gives
Personal/carer's leave: 228 hours granted in advance for the first 2 years after initial training, then 114 hours a year; recruits 5.85 hours per 4 weeks of training (the NES applies where better) (cl 113). The official site says 15 days a year.

Long service leave

What the agreement gives
3 months on full pay or 6 months on half pay after 10 years; pro rata after 7 years (cl 164.1; quantum from the official site).

Parental leave

What the agreement gives
Primary caregiver: 16 weeks paid plus up to 36 weeks unpaid. Secondary caregiver: 4 weeks paid plus 12 weeks additional paid (with conditions) plus unpaid leave up to 52 weeks. Paid maternity leave (birth, not primary carer): 14 weeks paid with 31 weeks' service. Paid partner leave: 4 weeks (cl 147, 148, 150, 151).

Hours

What the agreement gives
Hours: full-time (non-recruit) members work 80 hours a fortnight, with 0.0463 of each hour accruing as time off, averaging 76 hours a fortnight. Recruits: 76 hours a fortnight, 7.6-hour days (cl 25.1, 26).

The 9-week leave package sounds bigger than other forces' 6 weeks, but remember that 2 of those weeks replace public holidays, which are worked as rostered. More detail in Victoria Police leave entitlements.

Super: Victoria still has an open defined benefit scheme

Victoria is the only force in our data where new police officers still join a defined benefit scheme: the ESSS Defined Benefit Fund. Your lump sum is an accrued multiple of your final average salary (the average of your last 2 years). Member contributions of 0, 3, 5, 6 or 7% after tax build the multiple; the default is nil until you elect. Contributing 7% for 30 years reaches the maximum of 7.5 times final average salary.

Victoria Police superannuation

ESSS Defined Benefit Fund (ESSSuper)

Open?
Yes
Summary
Operational police officers join automatically; PSOs starting on or after 5 Jul 2010 are classified operational and also join. Lump sum = Accrued Benefit Multiple x Final Average Salary (average of the last 2 years). Member contributions 0/3/5/6/7% after tax (catch-up 8/9/10%); the default is nil until the member elects. 7% for 30 years reaches the maximum multiple of 7.5 x FAS (8.4 untaxed Optional Benefit). Lump sum payable from age 50 (not disability); operational members who leave at 55+ get a lump sum rather than a disability pension.

ESSS Accumulation Fund

Open?
Yes
Summary
Police Reservists are members of the ESSS Accumulation Fund.

Police Custody Officers (VPS) accumulation

Open?
Yes
Summary
PCOs receive 12% of base salary as accumulation super.

The employer funds the defined benefit pool at an actuarially set rate rather than a percentage of your pay. Once you reach the maximum multiple, the employer pays extra accumulation contributions: 12% in 2026-27. Disability cover for operational members projects your benefit to age 55. This is a big decision area, covered in Victoria Police super.

How Victoria Police pay compares with other forces

On the headline first-year figure, Victoria ranks 4th of 8. That understates Victorian pay for general duties officers, because the headline excludes the new allowances, and it overstates it next to forces that quote base pay only.

Victoria's 'Senior Constable top' is point 12; Leading Senior Constable points go higher. 'calc' marks figures calculated by us from an agreement rule.

Two things stand out. Victoria's top Sergeant rate ranks 2nd of 8 on the headline figures, and its open defined benefit super has no equivalent for new officers in any other force in our data. Frequently asked questions

How much do Victoria Police officers earn in 2026?

From 1 June 2026, a constable starts on $84,060, a First Constable earns $90,399 to $93,568, Senior Constables $102,648 to $118,945, and Sergeants $137,812 to $149,358. These Schedule A rates include a 13% commuted penalty. Allowances such as the Operational Readiness Allowance are paid on top.

What is the Victoria Police starting salary?

Recruits at the Academy are paid $61,187 a year from 1 June 2026. You are sworn in as a probationary constable at the end of week 12 of the 25-week course, and from then you are paid the Constable point 1 rate of $84,060.

When is the next Victoria Police pay rise?

The final scheduled increase under the 2025 agreement takes effect on 1 June 2027: Schedule A rates rise 3% (Constable point 1 to $86,582, Recruit to $63,023) and the phased allowances step up again. The agreement's nominal expiry is 31 May 2028.

Why was the Victoria Police deal reported as 4.5% a year when pay rose 3%?

Schedule A salary rates rise by 3.0% at each step. The rest of the headline figure comes from new allowances that phase in over the agreement, mainly the Operational Readiness Allowance and the General Duties Allowance. Officers who qualify for both get much more than 3% a year; officers who don't, get less.

Do Victoria Police get penalty rates on top of salary?

Partly. The 13% commuted penalty built into salary covers your liability to work weekends, public holidays and shifts. Shift allowances for evenings, early mornings and weekend shifts (18.5% to 57.76% of the ordinary hourly rate) are still paid on top for the hours actually worked.

How is Victoria Police overtime calculated?

On weekdays it's time and a half for the first 3 hours, then double time; on weekends and public holidays it's double time. The multipliers apply to the base hourly rate, which is the salary divided by 1.13 to strip out the commuted penalty. For a Constable at point 1 that's about $37.54 an hour (our estimate on a 38-hour week).

What super do Victoria Police get?

Operational police and PSOs join the ESSS Defined Benefit Fund automatically. Your lump sum is a multiple of your final average salary that grows with service and contributions, up to 7.5 times final average salary. Once you reach the maximum multiple, the employer pays extra accumulation contributions: 12% from 2026-27.

How much do PSOs earn in Victoria?

From 1 June 2026, a Protective Services Officer starts on $77,508 and is paid from day one of the 12-week PSO Academy. PSO Senior reaches $95,035 at point 10. PSOs can convert to police through the Constable Qualifying Program onto a constable increment matching their PSO salary.
