Queensland police pay deal
the CPI uplift, explained

The QPS Certified Agreement 2025 gives fixed rises plus a CPI safety net that has already lifted pay once. Here's how the uplift works, what the March 2027 CPI could add, what each rise is worth at your rank, and when back pay arrives.

The short answer

Queensland police are paid under the QPS Certified Agreement 2025, certified by the QIRC on 13 October 2025 after a 51.6% yes vote. It gives 3% from 1 July 2025, 2.5% from 1 July 2026 and 2.5% from 1 July 2027, plus a CPI uplift. March 2026 CPI made the 2025 rise 3.5%, and March 2027 CPI could add up to 1% to the 2026 rise, back-paid.

The Queensland police pay deal at a glance

Three fixed rises, three CPI tests, two retention payments and a narrow yes vote.

Queensland police pay is set by the Queensland Police Service Certified Agreement 2025 (QIRC CB/2025/116), certified by the Queensland Industrial Relations Commission on 13 October 2025 and operative that day. It replaces the 2022 agreement, is read with the QPS Employees Award - State 2016, and has a nominal expiry of 30 June 2028. Executive officers are outside it.

How the deal was won: dates, the vote and certification

The 2025 round was quick by police standards but close at the ballot box. The government reached an in-principle deal with both police unions in July 2025, members narrowly accepted it in September, and the QIRC certified it in October.

  1. 1

    In-principle agreement

    29 July 2025

The government agreed terms with the Queensland Police Union and the Commissioned Officers' Union, including an $8,000 General Duties retention incentive over 2 years, new remote and regional allowances and better night-shift payments.

  2. 2

    Members narrowly accept

    25 September 2025

Preliminary count 51.6% in favour, with 9,870 of about 13,000 members voting. 8% over 3 years (3%, 2.5%, 2.5%) plus the CPI uplift; the deal was valued at $540 million, including $163 million above the initial offer.

  3. 3

    QIRC certifies

    13 October 2025

QPS Certified Agreement 2025, CB/2025/116, certified by Industrial Commissioner C.J. Gazenbeek, operative the same day.

  4. 4

    First retention payment

    31 January 2026

$4,000 for eligible general duties officers.

  5. 5

    First CPI uplift triggered

    June to August 2026

March 2026 Brisbane CPI triggered the full 0.5%, turning the 2025 rise into 3.5%, back-paid.

  6. 6

    Second fixed rise

    1 July 2026

2.5% on the uplifted rates. Constable 1.1 base $78,505 (official QPS schedule).

A 51.6% yes vote is a warning sign for the next round. Almost half the members who voted rejected a deal worth $540 million, which suggests the CPI protection mattered: it was the part of the deal that guaranteed pay wouldn't fall behind Brisbane prices.

Every scheduled rise, with dates and status

The agreement has three fixed rises in Schedule 1 and a CPI test for each one in Schedule 6. Rises apply from 1 July each year; pay is fortnightly, and the annual figures in the agreement are fortnightly rates × 365.25 ÷ 14.

The 2025 (3.5%), 2026 and 2027 columns are QPS's official CPI Uplift Adjustment (CUA) schedule, Tranche 3. The certified column is copied from Schedule 1 and has been superseded. All exclude the 21% OSA.

How the CPI uplift clause works

Schedule 6 is a cost-of-living safety net with a cap. Here's the mechanism in plain English.

Each year's fixed rise is tested against the Brisbane CPI for the year to March that follows it. If CPI is higher than the fixed rise, the difference is added on top, up to a cap. The extra is backdated to 1 July and paid as back pay, then becomes part of the rate for every later rise.

  1. 1

Fixed rise paid on 1 July

    Year starts

For example 2.5% from 1 July 2026, on the uplifted 2025 rates.

  2. 2

    March Brisbane CPI published

    About 9 months later

The following year's March figure is compared with the fixed rise.

  3. 3

    Difference calculated and capped

    Cap applies

If CPI beats the fixed rise, the gap is the uplift: capped at 0.5% for the 2025 rise and 1% for the 2026 and 2027 rises.

  4. 4

    Back pay and new rates

    Compounds

The uplift is back-paid to 1 July and the higher rate becomes the base for the next rise. Allowances that move with salaries get it too (Schedule 6 cl 10).

Here's the 2025 example with real numbers. Schedule 1 certified Constable 1.1 at $76,220. After the 0.5% uplift the rate became $76,590 on QPS's official CUA schedule. The 2026 rise of 2.5% was then applied to the higher figure, giving $78,505 instead of the certified $78,124: the uplift is now worth $381 a year at that point and keeps compounding.

Why the certified tables are out of date

Schedule 1 in the agreement prints the 3% / 2.5% / 2.5% rates without any uplift. Since the 2026 CPI test, every Schedule 1 figure is lower than what's actually paid, and QPS has published official uplifted tables to replace them. The QPS recruiting site's $92,226 first-year figure is one example: it's the pre-uplift 2025 base plus OSA.

The possible extra uplift: what March 2027 CPI could add

This is the decision still to come. It can only add to your pay, never reduce it.

The current July 2026 rates are a minimum. If March 2027 Brisbane CPI is above 2.5%, the difference, up to 1%, is added to the July 2026 rise and back-paid to 1 July 2026. If CPI is 2.5% or less, nothing changes. Here's what different outcomes would be worth, on our calculation.

Calculated by us: current rate × (1.025 + uplift) ÷ 1.025, before the agreement's 10-cent fortnightly rounding. Base salary only; OSA, being a percentage of base, would rise in proportion. Illustrations, not forecasts.

Because the uplift is backdated to 1 July 2026, and the 2027 test result only arrives after March 2027, the back pay would cover roughly a year. If it follows the 2026 pattern, payment would start around the middle of 2027. At the full cap, a Sergeant 3.1 would be owed about $1,152 for the year, plus the effect on OSA and salary-linked allowances.

What the clause protects

  • ✓Pay can't fall behind Brisbane inflation by more than the cap
  • ✓Back pay restores the whole year, not just from the decision date
  • ✓Uplifts compound into every later rate

Its limits

  • ✕Capped at 1%: inflation above 3.5% isn't covered for the 2026 rise
  • ✕You wait about a year for the money
  • ✕Whether dollar allowances such as on-call take the uplift wasn't confirmed

Base salary only. Per fortnight = annual ÷ 26 before tax (QPS pays fortnightly on 365.25 ÷ 14 days, so actual fortnights are very slightly higher).

Most front-line officers also get the 21% Operational Shift Allowance, which is a percentage of base, so every rise and uplift is worth 21% more to them. A Constable 1.1 on OSA earns about $94,991 a year before night shift allowances and overtime. See every pay point on the Queensland police salary page.

What else the 2025 agreement changed

The government's in-principle announcement listed three improvements beyond the pay rises: a General Duties retention incentive, new remote and regional allowances, and better night-shift payments. All three are in the certified agreement.

Non-salary changes in the 2025 agreement

General Duties retention (Schedule 7)

What it pays
$4,000 on 31 Jan 2026 and $4,000 on 31 Jan 2027 ($8,000 total)
Who gets it
Constables to Senior Sergeants substantively in a general duties role (front-line, taskable first responders at stations and beats, including OICs and DDOs)

Night Operational Shift Allowance (NOSA)

What it pays
20% of base per shift, on top of OSA
Who gets it
OSA officers on shifts starting 6pm to 2am (cl 39)

Late Night Operational Shift Allowance (LNOSA)

What it pays
25% of base per shift, instead of NOSA
Who gets it
OSA officers with 4 ordinary hours between 2am and 6am (cl 36)

Area Allowance

What it pays
$13,906 a year from 1 Jul 2026 ($533.00/fortnight); $13,566 from 1 Jul 2025; $14,253 from 1 Jul 2027
Who gets it
Officers living and working in 13 listed communities (cl 27)

Rural Locality Incentive Payment

What it pays
$4,000 a year in year 1, rising after
Who gets it
Officers at listed rural towns

The Area Allowance is QPS's official uplifted CUA rate. The Rural Locality Incentive Payment is a flat amount that is not indexed.

Overtime rules are a big part of Queensland's package: operationally available, OST-qualified non-commissioned officers get double time for all overtime under cl 26. Compare overtime across forces in police overtime and penalty rates.

How back pay is paid: the 2026 example and what to expect in 2027

Queensland has had two kinds of back pay under this agreement. The first covered the gap between 1 July 2025, when the 3% rise was dated from, and certification on 13 October 2025. The second was the CPI uplift, paid from mid-2026 for the whole 2025-26 year.

uplift for the year, official rates

The 2026 uplift back pay appears to have been staged over several pay runs (QPS's FAQ refers to tranches) rather than paid as one lump sum. Back pay is taxed when you receive it, using the ATO's back payment method, so those payslips can show more tax withheld than usual. If an uplift is triggered in 2027, expect a similar pattern, though QPS will announce the dates.

The CPI clause pays late by design: the March figure arrives nine months after the rise it tops up.

What happens next: the dates to watch

  1. 1

    Second General Duties retention payment

    31 January 2027

Second $4,000 General Duties retention payment (Schedule 7) for Constables to Senior Sergeants substantively in general duties roles, pro rata for part-timers.

  2. 2

    March 2027 CPI test

    March 2027

March 2027 Brisbane CPI decides CUA period 2: if it exceeds 2.5%, the difference (capped at 1%) is added to the 1 Jul 2026 increase and back-paid. Not yet known.

  3. 3

    Final fixed rise of 2.5%

    1 July 2027

2.5% increase on the then-current rates (projected minimum table above). CUA period 3 for this increase depends on the March 2028 Brisbane CPI (cap 1%).

  4. 4

    Nominal expiry

    30 June 2028

Nominal expiry of the QPS Certified Agreement 2025.

After the March 2028 CPI test, the agreement reaches its nominal expiry on 30 June 2028. Bargaining for the next agreement would normally start before then. Our research didn't cover the Queensland government's current wages policy, so we can't say what framework that round will use.

How to check you're being paid correctly

Because the agreement's own tables are out of date, payslip checks in Queensland need a little more care. Use the official uplifted tables QPS publishes (the rates on our pages are copied from them), and this list.

  • ✓ Compare your fortnightly rate with QPS's official CPI-uplifted table (police.qld.gov.au/cpi-uplift-adjustment), not Schedule 1.
  • ✓ Constable 1.1 should be about $3,009.09 a fortnight from 1 July 2026 (QPS's official annual rate ÷ 365.25 × 14).
  • ✓ OSA is 21% of base and is also paid on most paid leave, capped at 26 weeks on sick leave.
  • ✓ NOSA (20%) or LNOSA (25%) applies to each qualifying night shift, on top of OSA.
  • ✓ If you're in a general duties role, check for the $4,000 retention payment on 31 January 2027.
  • ✓ Overtime is double time if you're an operationally available, OST-qualified NCO.

If something's wrong, raise it with QPS payroll and then the QPU. See how other forces handle inflation on the NSW, Victoria and WA pay deal pages.

Frequently asked questions

What is the QPS CPI uplift adjustment?

It's a clause in Schedule 6 of the QPS Certified Agreement 2025. If the March Brisbane CPI is higher than the pay rise for that year, the difference is added to the rise, capped at 0.5% in year one and 1% in years two and three. The extra is back-paid to the start of that year and compounds into later rates and salary-linked allowances.

Did Queensland police get the CPI uplift in 2026?

Yes. The March 2026 Brisbane CPI was high enough to trigger the full 0.5% cap, so the 1 July 2025 rise became 3.5% instead of 3%. Back pay ran from the pay fortnight of 24 June 2026 to about 5 August 2026 (QPS CUA page). A Constable 1.1 gained $370 a year on QPS's official CUA schedule.

Will Queensland police get another CPI uplift in 2027?

It depends on the March 2027 Brisbane CPI, which isn't known yet. If it's above 2.5%, the difference is added to the 1 July 2026 rise, up to 1%, and back-paid. At the full 1%, a Sergeant 3.1 would gain about $1,152 a year on our calculation.

How much is a first year constable paid in Queensland?

$78,505 base from 1 July 2026 on QPS's official CUA schedule (Constable 1.1, including the 2025 CPI uplift), or about $94,991 with the 21% Operational Shift Allowance most front-line officers get. The recruiting site's $92,226 is the pre-uplift 2025 base plus OSA.

Where do your Queensland pay rates come from?

From QPS's official CPI Uplift Adjustment (CUA) schedules (Tranche 3), published on its CPI Uplift Adjustment page and read on 10 October 2026. They cover the uplifted 1 July 2025 rates, the current 1 July 2026 rates and the 1 July 2027 rates. Before we had the official schedule, we calculated the rates from the agreement's own rule (Schedule 1 fortnightly rate ÷ 1.03 × 1.035, rounded to 10 cents, then × 1.025 for 2026). Those figures matched the official schedule to within a few dollars and have now been replaced by QPS's own numbers.

When does the QPS certified agreement expire?

Its nominal expiry is 30 June 2028. The last scheduled rise is 2.5% from 1 July 2027, with a final CPI test on the March 2028 Brisbane CPI.

What is the QPS General Duties retention payment?

Under Schedule 7, Constables to Senior Sergeants substantively in a general duties role get $4,000 on 31 Jan 2026 and $4,000 on 31 Jan 2027 ($8,000 total), pro rata for part-timers. Many roles are excluded, including watchhouse, Road Policing, investigators and Water Police.

How close was the Queensland police pay vote?

Very close. The preliminary count on 25 September 2025 was 51.6% in favour, with 9,870 of about 13,000 members voting. The deal was valued at $540 million, including $163 million more than the initial offer.
