Working for Victoria Police
the independent 2026 guide

Victoria Police is doubling its intake, has cut its academy to 25 weeks and still offers something almost no one else does: an open defined benefit super scheme. Here's what the job really pays and how to get in.

The short answer

Victoria Police pays recruits $61,187 until they're sworn in at week 12, then $84,060 as a probationary constable from 1 June 2026, a figure that already includes a 13% commuted penalty. You need to be 18, hold a licence, pass the $284 entrance exam (or an exemption), beep test Level 5.01 and a 100 m swim.

Victoria Police at a glance

A large force running below strength, with an election coming and recruiting at a record pace.

Victoria Police employed 15,564 police (full-time equivalent) at 30 June 2026, down from 16,059 two years earlier. Alongside them work about 1,432 Protective Services Officers (PSOs), 292 Police Custody Officers and a growing reserve of retired officers brought back as frontline support. The force says it has more than 1,500 vacancies, and The Police Association Victoria cites 1,407.

Your pay and conditions come from the Victoria Police (Police Officers, Protective Services Officers, Police Reservists and Police Recruits) Enterprise Agreement 2025, approved by the Fair Work Commission in April 2025 after a long dispute. It runs to 31 May 2028, with the last scheduled pay rise on 1 June 2027. Because it is a federal enterprise agreement, it is unusually detailed: almost every allowance has a dollar figure for each year.

Victoria has several ways to wear the uniform. Police officers are the main career; PSOs are armed officers who patrol train stations and protect key sites; Police Custody Officers are public servants who run police cells; and Police Reservists are former officers rehired as frontline support at $86,188 full time. Specialist areas paid under the agreement include the Air Wing, dog handlers, crime scene and fingerprint services, collision reconstruction, the Special Operations Group and covert units.

Regions and divisions

Victoria Police's regional and divisional structure wasn't part of the sources we checked, so we don't list it. The agreement does name 33 country stations that attract the Remote Allowance, covered in the allowances section.

Already a police officer overseas?

This force doesn't sponsor overseas officers directly, but WA, SA and Queensland do, and you can transfer across later. See police officers moving to Australia, plus visas for police officers and what happens to your UK police pension.

What does Victoria Police pay in 2026?

Schedule A rates rose 3% on 1 June 2026. The bigger story is the allowances.

Victorian salaries look lower than NSW's at first glance, but they are built differently. The figure in the agreement is the "ordinary rate of pay", and for constables to senior sergeants it already includes a 13% commuted penalty covering weekend, public holiday and shift work. There is no separate loading on top. A probationary constable is on $84,060, which is about $2,563 a fortnight after tax.

Source: Victoria Police Enterprise Agreement 2025, Schedule A. Rates include the 13% (or 16.4% for Inspector and above) commuted penalty. Excludes the Operational Readiness, General Duties, capability, wellbeing and retention allowances.

Each step of the agreement lifts Schedule A rates by only 3%, yet the deal was reported as 4.5% a year. The difference comes from new allowances that phase in, chiefly the Operational Readiness Allowance and the General Duties Allowance. So to compare Victoria fairly with other forces, add those allowances back in (see the next section). The full rank-by-rank scales are in the Victoria Police salary guide.

The next rise: 1 June 2027

The final scheduled increase lifts a probationary constable to $86,582 and steps up the allowances again, with the Operational Readiness Allowance for Constable 1 reaching its full rate. After that the agreement expires on 31 May 2028. Track bargaining on the Victoria Police pay deal page.

Allowances, shift loadings and country postings

The allowances are where Victorian pay closes the gap. Most general duties members receive several flat annual allowances on top of their salary, each with its own rate by rank.

After 2026-27 tax that package is about $2,802 a fortnight, before any shift loadings or overtime. That's $239 a fortnight more than the salary alone suggests.

Shift loadings

Even though the commuted penalty sits inside salary, evening, early morning and weekend hours attract extra loadings on top (cl 79). They're a percentage of the base hourly rate, which is your ordinary rate divided by 1.13. For a constable at point 1 that base is about $37.54 an hour (our calculation).

The weekend rates also apply on Christmas Day, Boxing Day, New Year's Day and Australia Day. Other public holidays are compensated through leave.

Overtime is time and a half for the first three hours on a weekday, then double time, and double time on weekends and public holidays, all on the same ÷1.13 base. Detectives get commuted overtime instead: $14,157 a year at constable and senior constable level.

Country and remote postings

Victoria doesn't pay big cash incentives for country service. The agreement pays a Remote Allowance of $1,480.58 a year at 33 named stations such as Mallacoota, Omeo and Robinvale, a One Member Station Allowance of $14,157 a year in lieu of overtime, a Living Away From Home Allowance of $424.37 a week, and a one-off relocation allowance of $1,761.17. Probationary constables placed in the country serve a two-year minimum before transfer.

Who can join, the steps and the entrance exam

Victoria has one of the most open entry bars in Australia: no minimum education and no upper age limit.

Victoria Police eligibility

  • ✓ Aged 18 or over, no upper age limit.
  • ✓ Australian citizen or permanent resident; New Zealand citizens on a special category visa.
  • ✓ No minimum education requirement.
  • ✓ Full or probationary Australian driver licence (no learner permits), with no more than 7 demerit points at application.
  • ✓ First aid HLTAID010 or HLTAID011 before induction, valid for 12 months after training.
  • ✓ Drug testing, with zero tolerance for illicit drug use.

The process has around ten stages and averages about six months, though official text also says six to nine months. Expect an exam, a fitness session at the Academy, psychological testing, a medical you pay for, and a 40 to 50 minute panel interview in Docklands.

Exemptions are possible for degree holders, ATAR 65+ with English 25+, ADF members, paramedics and firefighters, VPS Grade 3+, final-year criminology students and others. The same exam is used for PSOs. The fee is $284. Writing and report-writing are where many applicants lose marks. Our Victoria Police entrance exam guide breaks down each part, and the how to become a police officer in Victoria guide covers every stage.

A video interview stage?

A video interview appears in a search summary of the official site, but not on the recruitment page we read, so we've left it out of the steps above. Prepare for one anyway; the skills are the same as for the panel. See the Victoria Police interview guide.

The fitness test: beep test Level 5.01

Victoria's fitness standard is the least demanding of the big three eastern forces on aerobic fitness, but it still has six components and the swim is done beforehand.

The test takes about 1.5 hours at the Academy. PSOs use the same fitness standards but no swim is listed.

For context, NSW asks for beep test Level 7.1 and 25 push-ups. Victoria's 5 consecutive push-ups and level Level 5.01 are achievable for most people with eight to twelve weeks of training, but don't underestimate the swim: 100 metres in four minutes, alone and without stopping. Being sworn in at week 12 is a real advantage: you move to full constable pay part-way through training. Recruits more than 40 km from the Academy can live in for $529.50 a fortnight including meals. Recruits also accrue recreation leave during training, at about 5.1 hours per completed week.

Victoria Police is doubling its intake from 650 to 1,300 recruits a year, inducting 52 recruits every two weeks. A regional academy in Mildura is due to open on 18 January 2027 with a 25-week program for up to 25 recruits per course, two courses a year (reported by the ABC; not confirmed in the agreement). Probation runs to week 116, two years and 13 weeks from your start, and ends with the POL50124 Diploma of Policing. Read more in our Victoria Police Academy guide.

Prior service: interstate, New Zealand and UK officers

Victoria Police says plainly that there is no lateral transfer between Australian police services. Instead, operational police from Australia, New Zealand and the UK can have their prior service recognised through a tailored training plan.

The Liberal Opposition has promised 1,500 overseas recruits with a $5,000 relocation allowance if elected in November 2026. That's a pledge reported in a secondary source, not policy.

Ranks and how promotion works

Victoria's early career is mostly automatic. You move up a pay point every year, become First Constable on completing your Diploma, and are promoted to Senior Constable in place after four years' service plus education components and satisfactory performance.

How much leave do Victoria Police get?

Victoria's headline is nine weeks a year, but read it carefully: that bundle includes two weeks in lieu of public holidays (you work them as rostered) and ten days of accrued time off.

Victoria Police leave entitlements

Annual leave

What the agreement says
9 weeks (342 hours) a year: 7 weeks (266 hours) recreation leave plus 10 days (76 hours) accrued time off, credited at the start of each financial year (cl 130.1-130.2). The official site describes it as 5 weeks + 2 weeks in lieu of public holidays + 10 days ATO. Leave loading: 17.5% of the base rate on the first 152 hours of recreation leave per financial year (Superintendents/Commanders on the Superintendent PP1 rate) (cl 131.1).

Personal and carer's leave

What the agreement says
Personal/carer's leave: 228 hours granted in advance for the first 2 years after initial training, then 114 hours a year; recruits 5.85 hours per 4 weeks of training (the NES applies where better) (cl 113). The official site says 15 days a year.

Long service leave

What the agreement says
3 months on full pay or 6 months on half pay after 10 years; pro rata after 7 years (cl 164.1; quantum from the official site).

Parental leave

What the agreement says
Primary caregiver: 16 weeks paid plus up to 36 weeks unpaid. Secondary caregiver: 4 weeks paid plus 12 weeks additional paid (with conditions) plus unpaid leave up to 52 weeks. Paid maternity leave (birth, not primary carer): 14 weeks paid with 31 weeks' service. Paid partner leave: 4 weeks (cl 147, 148, 150, 151).

Source: Victoria Police Enterprise Agreement 2025, cl 113, 130-131, 147-151, 164.

Full-time members work 80 hours a fortnight, with part of each hour accruing as time off, so the average is 76 hours. The 16 weeks of paid primary-carer parental leave is more generous than NSW's 14. See the Victoria Police leave guide.

ESSS super: a defined benefit that's still open

This is Victoria's standout benefit. Operational police and PSOs automatically join the ESSS Defined Benefit Fund, where your retirement lump sum is a multiple of your final average salary rather than whatever a market-linked balance happens to be.

Victoria Police superannuation

ESSS Defined Benefit Fund (ESSSuper)

Status
Open
How it works
Operational police officers join automatically; PSOs starting on or after 5 Jul 2010 are classified operational and also join. Lump sum = Accrued Benefit Multiple x Final Average Salary (average of the last 2 years). Member contributions 0/3/5/6/7% after tax (catch-up 8/9/10%); the default is nil until the member elects. 7% for 30 years reaches the maximum multiple of 7.5 x FAS (8.4 untaxed Optional Benefit). Lump sum payable from age 50 (not disability); operational members who leave at 55+ get a lump sum rather than a disability pension.

ESSS Accumulation Fund

Status
Open
How it works
Police Reservists are members of the ESSS Accumulation Fund.

Police Custody Officers (VPS) accumulation

Status
Open
How it works
PCOs receive 12% of base salary as accumulation super.

Contribute 7% for 30 years and ESSS pays 7.5 times your final average salary as a lump sum.

You choose your own member contribution (0, 3, 5, 6 or 7% after tax), and the default is nil until you elect, which is a trap for new recruits: the multiple you build depends on what you put in. The employer pays into the pooled fund at an actuarially determined rate, so there's no published percentage per member; once you reach the maximum multiple, the employer pays extra accumulation contributions (12% in 2026-27).

Retirement age: Not confirmed from a primary source. Lump sums are payable from age 50. Model your options in the Victoria Police super guide.

WorkCover, accident make-up pay and disability benefits

Work injuries are covered by Victorian WorkCover. On top of that, the agreement pays accident make-up pay so your income doesn't fall to the WorkCover rate straight away.

Weeks 1–52

100%

of full pay (recruits: 52 weeks only)

Weeks 53–104

90%

of full pay

Under 55 and disabled

ESSS pension

accrued plus projected multiple, CPI-indexed

If you're disabled before 55, ESSS pays a disability pension based on your accrued multiple plus a projected multiple to age 55 at the maximum rate. A $15 million Disability and Death Contingency Fund, announced in October 2023, provides lump-sum TPD or death payments to members aged 55 to 59 who haven't reached the maximum benefit. Make-up pay stops once an ESSS disability benefit starts.

More than 700 Victoria Police employees were reported to be on WorkCover in 2026, a figure from a secondary source we couldn't verify. The Victoria Police workers comp guide and medical retirement guide cover the process. If you need support now, call Lifeline on 13 11 14, Beyond Blue on 1300 22 4636, or 000 in an emergency.

Workforce and recent news

Police numbers have fallen three years running even as applications climb. The force's answer has been a faster academy, a doubled intake, a second academy in Mildura and bringing retired officers back. The November 2026 state election will shape what comes next.

12 April 2026

What happened
Liberals pledge 3,000 extra police
Detail
Includes 1,500 experienced officers recruited from the UK, Ireland and New Zealand with a $5,000 relocation allowance each, and reopening or restoring hours at 40+ stations; costed at $565m over four years (ABC, AAP and the Liberal Party release, 12 April 2026). An election commitment, not policy.

Election pledges are commitments, not funded policy. The Liberal pledge is from a secondary report.

The practical effect for a new recruit: you'll likely be posted where the gaps are, and the first two years can be busy. For an experienced officer, the vacancies are leverage when negotiating a return or a transfer of skills.

Pros and cons of working for Victoria Police

A fair summary, based on the agreement and the evidence above.

Where Victoria is strong

  • ✓An open defined benefit super scheme (ESSS), rare in Australia.
  • ✓Paid from day one at $61,187, and full constable pay from week 12.
  • ✓No minimum education and no upper age limit.
  • ✓Low aerobic fitness bar (beep Level 5.01).
  • ✓Automatic progression to Senior Constable after 4 years.
  • ✓Accident make-up pay at 100% for a year, then 90% for a second year.
  • ✓Nine weeks of leave and time off a year, plus 16 weeks' paid primary-carer leave.

Where Victoria is weaker

  • ✕Lower headline salary than NSW or WA ($84,060 at point 1).
  • ✕Schedule A rises are only 3% a step; much of the deal sits in allowances you must qualify for.
  • ✕A $284 exam fee and a medical you pay for.
  • ✕No cash incentives for country service beyond modest allowances.
  • ✕No lateral transfer, and no published starting point for experienced officers.
  • ✕Falling police numbers and heavy workloads while vacancies are filled.

If long-term financial security matters to you, ESSS is a reason to choose Victoria that no salary table shows. Compare it with Queensland's 18% accumulation super on the forces comparison hub.

Frequently asked questions

How much does a Victoria Police officer earn in 2026?

From 1 June 2026 a recruit earns $61,187, a probationary constable $84,060, a top-step senior constable $118,945, a top-step sergeant $149,358 and a new inspector $170,644. These rates already include a 13% commuted penalty (16.4% for inspectors). Allowances such as the Operational Readiness Allowance are paid on top.

Is the Victoria Police entrance exam hard?

The exam has four parts: numeracy, abstract reasoning, literacy and report writing, and you must pass all of them. It costs $284 and you get three months to sit it. Many applicants are exempt, including degree holders, people with an ATAR of 65+ and an English score of 25+, ADF members, paramedics, firefighters and VPS Grade 3+ staff.

What beep test level do you need for Victoria Police?

Level Level 5.01. The fitness test also includes 30 kg grip strength in each hand, the Illinois agility run in 20 seconds, 5 consecutive push-ups on your toes and a 60-second prone bridge. Before the test you must complete a 100 m swim in 4 minutes on your own. The session takes about 1.5 hours at the Academy.

How long is the Victoria Police Academy?

The Police Foundation Training Program is 25 weeks, cut from 31. You're sworn in as a probationary constable at the end of week 12, and probation runs to week 116 (two years and 13 weeks), ending with the Diploma of Policing. A regional academy in Mildura is due to open in January 2027.

Can UK police officers join Victoria Police?

Victoria has no lateral transfer, but operational police from Australia, New Zealand and the UK can have prior service recognised. You must be a citizen or permanent resident and go through the exam (exemptions possible), checks and panel, then a skills-gap analysis. Course length and starting pay point for experienced officers aren't published.

What super do Victoria Police get?

Operational police and PSOs join the ESSS Defined Benefit Fund. Your lump sum is a benefit multiple times your final average salary, up to 7.5 times after 30 years at a 7% member contribution. There's no fixed percentage employer rate. Once you reach the maximum multiple, the employer pays extra accumulation contributions.

What is a PSO in Victoria and what do they earn?

Protective Services Officers guard transport hubs and public places. PSOs train for 12 weeks, are paid from day one at $77,508 (from 1 June 2026), and can later convert to police through the Constable Qualifying Program onto a constable pay point that matches their PSO salary.

Is there a retirement age for Victoria Police?

We couldn't confirm a compulsory retirement age from a primary source. What matters more for most officers is ESSS: lump sums are payable from age 50, and operational members who leave at 55 or over get a lump sum rather than a disability pension.
