The short answer

A newly sworn AFP or ACT Policing constable is on Band 2.4: $72,317 base from 9 December 2025, or $91,727 with the 22% Core Composite and $3,500 Use of Force allowance. The Constable broadband tops out at $111,861 (Band 5.3) and Sergeant at $132,185 (Band 7.3), with 15.4% employer super.

AFP bands vs ranks: how AFP pay is structured

AFP pay doesn't work like state police pay. Instead of a rank with numbered increments, the AFP Enterprise Agreement 2024-2027 sets pay by band and pay point: Band 2.4, Band 5.3 and so on. It covers national police, ACT Policing, Protective Service Officers and unsworn staff alike, so an ACT constable and a federal constable on the same pay point earn exactly the same.

Constable broadband

Bands 2–5

$64,754–$111,861 base

Team Leader / Sergeant

Bands 6–7

$111,861–$132,185 base

Executive Level

EL Min–Max

$175,089–$231,035

The agreement itself doesn't map bands to rank titles such as Senior Constable, Leading Senior Constable or Sergeant. What it does define are broadbands and the barriers between them. Sworn police and PSOs sit in the Constable broadband (Bands 2 to 5) and, if selected, the Team Leader/Sergeant broadband (Bands 6 and 7). When we compare the AFP with state forces, we use the top of each broadband, Band 5.3 and Band 7.3, as the "top senior constable" and "top sergeant" figures. That mapping is ours.

  1. 1

Recruit at the College: Band 2.3

    No composite

Police recruits (national and ACT) are paid $69,698 during 26 weeks of training. PSO recruits start at 2.1 ($64,754).

  2. 2

    Probationary constable: Band 2.4

    Soft barrier

On graduation you move to 2.4 ($72,317) for at least 12 months and until your AFP workbook is signed off.

  3. 3

    Constable: Band 3.1 to 4.5

    Firm barrier

Annual increments from 3.1 ($75,233). A firm, assessed barrier sits between 3.5 and 4.2.

  4. 4

    Senior constable level: Band 5

    9+ years

From 4.5 to 5.2 needs nine or more years of policing experience (since 1 July 2025). Band 5.3 pays $111,861.

  5. 5

Team Leader / Sergeant: Bands 6 and 7

    Merit selection

Entry at 6.1 is by merit selection only, with a firm barrier from 6.3 to 7.2. Band 7.3 pays $132,185.

Increments are annual on your anniversary if you have a current performance agreement (PDA) and a "fulfilled" rating. Every broadband move also needs current Use of Force certification. Bands overlap at the edges: the top of one band is the same dollar figure as the start of the next, so crossing a barrier doesn't produce an immediate jump, but it unlocks the next set of increments. Base salary: AFP Enterprise Agreement 2024-2027, Attachment A. The composite column is calculated by us (base × 1.22); it isn't printed in the agreement, and only applies to staff on the Operations or Rostered Operations working pattern. Advertised AFP packages add the Use of Force allowance on top.

Most operational officers are paid the composite, so the right-hand column is closer to what a rostered constable or sergeant earns before allowances and overtime. For example, Band 3.5 is $87,836 base, or $107,160 with the composite. Band 4.5, the last point before the nine-year barrier, is $103,256 base.

The agreement words the second and third rises as "12 months" and "24 months" after the commencement date, so the 9 December dates are our calculation. AFP careers pages and the AFPA's own fee table, which says "effective from 9th Dec 2025", both confirm that this column is current.

Band 1, Band 8, Technical Specialist and Executive Level pay

The rest of the agreement covers non-sworn and senior roles. Band 1 is non-sworn entry level, Band 8 sits above the sworn broadbands, and Technical Specialist Levels 1 to 4 cover specialist professional roles. None of these are sworn broadbands, so no composite figure is given.

AFP Enterprise Agreement 2024-2027, Attachment B. Executive Level staff get 5 weeks' annual leave and TOIL instead of overtime, with no composite. The Senior Executive Service is outside the agreement.

There's no Inspector rank in the agreement and no Inspector-equivalent band, which is why our comparison table shows no Inspector figure for the AFP. Executive Level staff receive a $650 fitness allowance if they meet the EL fitness standard and a $2,000 parking allowance where parking isn't provided.

The 22% Core Composite: what it covers and why it matters

The Core Composite is the heart of AFP operational pay. It's 22% of base salary, annualised and paid fortnightly, to employees required to work the Operations or Rostered Operations working pattern. It recognises expanded hours, afternoons, nights, weekends and public holidays in a 24/7 environment, so there's no separate per-shift penalty.

Why the composite works for you

  • ✓It counts as salary for super, so 15.4% is paid on it too
  • ✓It's paid whether your roster that fortnight is heavy or light
  • ✓Small hourly extras still apply on top: $9.88 an hour for nights and $5.01 an hour for weekend days

What to watch

  • ✕It can be removed on 28 days' notice if you can't or won't work the pattern
  • ✕It isn't paid to recruits at the College or to Executive Level staff
  • ✕Moving to a Support-pattern role means losing it

The bigger composites

Two further composites apply in specific roles. Teams the Commissioner identifies as high volume get an extra 35% of base salary, on top of the 22% core composite, but must work up to 50 hours a week averaged over three months, and that extra 35% doesn't count for super. Staff assigned to an extraordinary event receive a Critical Event Composite of 70% of base salary while assigned for a minimum of seven days, replacing the normal composite and all penalties.

The composite turns a $72,317 base into $88,227, and because it counts for super, it lifts your 15.4% employer contribution too.

The final rise under the current agreement is 2.7% from 9 December 2026. It's already set out in the agreement, so it doesn't depend on any further vote.

  • ✓ 9 December 2026: Final EA increase of 2.7% (scheduled table above). Use of Force allowance rises to $4,000 a year, night shift allowance to $10.15/hr, unsociable hours to $5.14/hr; on-call, close duty and workplace responsibility allowances rise too.
  • ✓ 28 February 2027: Secondary caregiver paid parental leave rises from 14 to 18 weeks.
  • ✓ 9 December 2027: Nominal expiry of the EA 2024-2027. A new agreement needs bargaining; AFPA (Aug 2026) wants it to cover pay, allowances, rostering, fatigue, overtime and retention.

After December 2026 there are no more scheduled rises. The agreement's nominal expiry is 9 December 2027, and AFPA has said it wants the next agreement to tackle pay, allowances, rostering, fatigue, overtime and retention. Follow bargaining on the AFP pay deal page.

15.4%

paid from day one

AFP recruits are paid from day one. Police recruits, whether heading for national policing or ACT Policing, train for 26 weeks in the Federal Police Development Program at the AFP College in Barton, Canberra, on Band 2.3. The agreement's progression table lists 19 weeks as the minimum time at that pay point; the College and careers pages give 26 weeks for the current program.

The 22% composite appears not to be paid at the College: the AFP careers table shows "n/a" for a recruit's package. You do get a free ensuite room, main meals, a phone and laptop, and travel to and from the College. Existing AFP employees keep their current band and pay point during recruit training.

On graduation you move to Band 2.4 and, once on an operational roster, the composite and Use of Force allowance. The AFP also pays travel home and relocation help (removalists, vehicle transport, pets and a settling-in allowance) for interstate moves after graduation; you find and pay for your own housing. See how to join the AFP and recruit pay while training.

AFP Protective Service Officer pay

Protective Service Officers provide protective security for the AFP, including at Defence sites such as Pine Gap, Exmouth and Geraldton. They're paid on the same bands as police and get the same composite, Use of Force allowance and 15.4% super. Since 1 July 2025, the PSO broadband has expanded from Bands 2-3 to Bands 2-5, with a PS Team Leader/Sergeant broadband at Bands 6-7, so PSOs can now progress much further on pay.

Base from the AFP Enterprise Agreement; remote payments from the AFP PSO remote locations page (set by the Commissioner, not the agreement). The AFP advertises $138,470 at Exmouth and Pine Gap and $102,708 at Geraldton; our totals match to the dollar after rounding.

The remote PSO packages are well above any first-year base rate in the comparison table further down this page. The Remote Defence Capability Payment isn't an agreement clause, and the remote allowances are taxable, paid on leave, not pro-rated for part-timers and don't count as super salary. Note that the AFP's remote page quotes a "$79,000 base": that figure already includes the 22% composite. PSOs train for 15 weeks for a Certificate IV in Protective Services. See AFP Protective Service Officer.

Every AFP allowance

The agreement lists each allowance with its three yearly rates, which makes the AFP one of the most transparent forces on allowances. Where an amount shows three figures, the middle one (from 9 December 2025) is current.

Three allowances matter most to operational officers. The Use of Force allowance ($3,000 a year (from 9 Dec 2024), $3,500 (from 9 Dec 2025), $4,000 (from 9 Dec 2026)) is paid fortnightly, isn't pro-rated for part-timers and continues on leave. The night shift ($9.50/hr (from 9 Dec 2024), $9.88/hr (from 9 Dec 2025), $10.15/hr (from 9 Dec 2026)) and unsociable hours ($4.82/hr (from 9 Dec 2024), $5.01/hr (from 9 Dec 2025), $5.14/hr (from 9 Dec 2026)) allowances add small hourly amounts on top of the composite. And the $10,000 a year Rapid Deployment Allowance applies to roles the Commissioner decides must be ready to deploy, though it doesn't count for super.

AFP overtime: double time by formula

The agreement sets an Overtime Rate rather than a multiplier: (base salary × 12/313) ÷ 40. Because fortnightly pay is base × 12/313 and the ordinary rate is that fortnight's pay over 80 hours, the Overtime Rate works out at exactly double the ordinary hourly rate.

When overtime is paid

  • ✓ Overtime must be pre-approved and is generally paid only once normal working hours are met over the averaging or roster period.
  • ✓ Normal hours: 38 ordinary plus 2 reasonable additional hours = 40 a week on average (including a paid 24-minute daily meal break), averaged over 3 months (Operations/Support) or the roster period (Rostered Operations).
  • ✓ Rostered shifts are 8-12 hours, maximum 14 continuous hours, with 28 days' roster notice.
  • ✓ Recall to duty when not on call: Overtime Rate, minimum 2.5 hours if the recall is 30 minutes or more.
  • ✓ Recall while on call: Overtime Rate.
  • ✓ Public holiday work outside normal hours: Overtime Rate.
  • ✓ Hours beyond 12 continuous (Operations): Overtime Rate.

Overtime must be pre-approved and is generally paid only once your normal hours are met over the averaging or roster period, so a single long day doesn't automatically mean overtime. You can choose time off in lieu instead, at two hours off for each overtime hour. Model it in the overtime calculator, and compare forces in police overtime and penalty rates.

Super is where the AFP quietly beats most state forces. On the same salary, 15.4% instead of the 12% minimum adds $3,000 a year for a new constable, and because the composite counts, that gap grows with every promotion. There's no compulsory member contribution in the agreement. Read more in AFP super.

AFP leave entitlements

AFP leave (Enterprise Agreement 2024-2027)

Annual leave

Entitlement
228 hours (6 weeks) a year for Bands 1-8 and Technical Specialists; 190 hours (5 weeks) for Executive Level. Credited monthly. No extra shift-worker week. Can be cashed out up to 3 times a financial year (min 19 hours, keeping 152 hours); up to 152 hours a year can be purchased; half-pay option. Balances over 304 hours can trigger a direction to take 76 hours.

Personal/carer's leave

Entitlement
136 hours 48 minutes (18 days of 7h36m) a year. The full 18 days is credited on engagement, then accrues monthly after 12 months. Not paid out. Serious Illness Registry leave-donation scheme for non-compensable illness.

Long service leave

Entitlement
Under the Long Service Leave (Commonwealth Employees) Act 1976; the careers page says paid long service leave after 10 years of continuous Australian Government service. Prior Commonwealth, state, territory, local government and ADF service can be recognised. Minimum 7 calendar days per grant.

Parental leave

Entitlement
Primary caregiver: 18 weeks paid (or 36 weeks at half pay) within a 24-month parental leave period, from day one. Secondary caregiver: 14 weeks paid from 1 Mar 2026, rising to 18 weeks from 28 Feb 2027 (was 8 weeks to 28 Feb 2025 and 11 weeks to 28 Feb 2026). Super is paid during paid parental leave.

Mandatory Rest Days

Entitlement
4 a year (credited 1 March), plus 1 extra if 304+ hours of annual leave are used in a financial year; non-EL only; must be used within 12 months.

Compassionate leave

Entitlement
3 working days per occasion.

Bereavement leave

Entitlement
3 working days per occasion, plus possibly a further 5 working days.

Annual leave is six weeks for everyone below Executive Level, and there's no extra week for shift workers because the composite already covers rostered work. Instead, non-EL staff get four Mandatory Rest Days a year. Personal leave is generous: the full 18 days are credited the day you start. The agreement also adds extra public holidays over the Christmas to New Year period.

Secondary caregiver leave is rising in steps, to 18 weeks from 28 February 2027. Super is paid during paid parental leave. See AFP leave for the detail.

Headline figures are not like for like. NSW includes its 11.5% loading and Victoria its 13% commuted penalty; most others are base salary with shift loadings or composites paid on top. 'calc' marks a figure calculated by us from the agreement; 'unconfirmed' marks a reported figure. Employer super shown where a force-specific rate is confirmed; Victoria's operational police are in a defined benefit scheme.

On base salary, the AFP's $72,317 for a new constable is near the bottom of the table, and AFPA has argued that the AFP is the lowest-paid police force. But the headline base leaves out the 22% composite most operational officers receive. On the advertised package of $91,727, plus 15.4% super, a new AFP or ACT constable is much closer to the state forces.

The AFP's other edge is progression without vacancies: moving through Bands 2 to 5 isn't subject to job availability, and since July 2025 Band 5 needs nine years of policing experience, which can include time in another force. If you're weighing a move, compare NSW police salary, QLD police salary and the national police pay comparison.

The AFP Enterprise Agreement 2024-2027 was approved by the Fair Work Commission on 2 December 2024 and covers most AFP employees: national police, ACT Policing, Protective Service Officers, unsworn staff and Executive Level. It excludes the Senior Executive Service and employees deployed overseas under a separate determination. It delivered 4.5% in December 2024, 4.0% in December 2025 and 2.7% in December 2026.

In June 2026 the Fair Work Commission found the AFP Consultative Committee hadn't been validly established under the agreement, a decision AFPA welcomed. Bargaining for the next agreement is the next milestone. Follow it on the AFP pay deal page and the national pay deal tracker.

Frequently asked questions

How much does an AFP officer earn?

From 9 December 2025, police recruits at the AFP College earn $69,698 (Band 2.3). Newly sworn constables earn $72,317 base (Band 2.4), or $91,727 with the 22% Core Composite and Use of Force allowance. The Constable broadband runs to $111,861 base and the Sergeant broadband to $132,185, plus 15.4% employer super.

What are the AFP salary bands?

The AFP enterprise agreement uses Bands 1 to 8, Technical Specialist Levels 1 to 4 and an Executive Level range, each with pay points such as 2.4 or 5.3. Sworn police and PSOs use the Constable broadband (Bands 2 to 5) and the Team Leader/Sergeant broadband (Bands 6 and 7). Band 1 is non-sworn, and there's no Band 9.

Do ACT Policing officers get paid the same as the AFP?

Yes. ACT Policing officers are AFP employees covered by the same AFP Enterprise Agreement 2024-2027 and the same pay bands. There's no separate ACT pay scale. A newly sworn ACT constable starts on Band 2.4, the same as a national police officer.

What is the AFP 22% composite?

The Core Composite is 22% of base salary, paid fortnightly to employees required to work the Operations or Rostered Operations working pattern. It replaces separate shift, weekend and public holiday penalties for a 24/7 environment, and it counts as salary for super. It isn't paid to recruits at the College or to Executive Level staff.

How much do AFP Protective Service Officers earn?

PSO recruits start on Band 2.1, $64,754 base, or $82,500 with the 22% composite and Use of Force allowance. Since 1 July 2025 PSOs can progress through Bands 2 to 5 and into a Team Leader/Sergeant broadband. PSOs at Exmouth and Pine Gap can earn about $138,470 a year with remote payments.

What super do AFP officers get?

The AFP pays 15.4% of ordinary time earnings into PSSap or another accumulation fund of your choice, including during paid leave and paid parental leave. The 22% Core Composite counts for super, so super is effectively paid on base plus composite. There's no compulsory member contribution in the agreement.

When is the next AFP pay rise?

The final rise under the AFP Enterprise Agreement 2024-2027 is 2.7% from 9 December 2026, with the Use of Force allowance rising to $4,000. The agreement's nominal expiry is 9 December 2027, so any further rise needs a new agreement. The Police Association (AFPA) says it wants the next one to address pay, allowances, rostering, fatigue and retention.

Do AFP officers get paid overtime?

Yes. All overtime is paid at the Overtime Rate, which the agreement sets as (base salary × 12/313) ÷ 40: double the ordinary hourly rate. Time off in lieu is an alternative at two hours off for each overtime hour. Executive Level staff don't get overtime or the composite.

How long does it take to reach Band 5 in the AFP?

Since 1 July 2025, moving from Band 4.5 to 5.2 needs nine or more years of policing experience, which can include service with other forces but not recruit training. Before that it needed 12 years plus two designated areas or a detective designation, or 15 years. You also need a current PDA, a 'fulfilled' rating and Use of Force certification.
