Protective Services Officer, Victoria
pay, training and the road to police

Victoria Police's PSOs are the uniformed officers you see at train stations at night. The role pays more in training than a police recruit gets, the academy is half as long, and there's a recognised route into policing later. Here's how it works, with every figure from the 2025 enterprise agreement.

The short answer

A Victoria Police Protective Services Officer (PSO) is a uniformed Victoria Police employee who patrols the public transport network and protects sites such as courts and Parliament House. PSOs train for 12 weeks, are paid $77,508 a year from day one (from 1 June 2026), and can later move into policing through the Constable Qualifying Program onto a matching Constable increment.

What does a Victoria Police PSO do?

Uniformed, working in pairs, focused on the train network and protected sites.

Protective Services Officers are Victoria Police employees with their own powers, separate from police officers. Victoria Police describes the core job as providing a highly visible presence on the public transport network through static and roving patrols, and PSOs always work in pairs.

Where PSOs work

PSOs cover every Melbourne metropolitan train station plus four regional stations: Bendigo, Traralgon, Ballarat and Geelong. A separate Protective Services Unit guards sites including the Supreme, County, Children's and Magistrates' Courts in Melbourne, six suburban Magistrates' Courts, VCAT, Parliament House, Government House, the Shrine of Remembrance and the Victoria Police Centre.

What PSOs don't do is general policing: investigations, traffic and the wider range of station work belong to police officers. That narrower scope is the main thing to understand before applying.

A role that's growing

In November 2025 the Victorian Government said the state had more than 1,400 PSOs and announced an "active PSOs" model: PSOs on trains, streets and shopping strips, and static PSOs at high-risk stations from 9am until the last service instead of from 6pm, to be fully in place in 2026. Trade outlet Inside Retail reported in August 2026 that an extra 150 PSOs would be deployed at shopping centres and retail locations; we haven't seen that on an official page.

A different role from the AFP's PSOs

The Australian Federal Police also employs Protective Service Officers, who guard airports, Parliament House in Canberra and Defence sites. It's a separate employer and pay scale. See our AFP Protective Service Officer guide.

Victoria Police PSO pay at every point, from 1 June 2026

Set by the same enterprise agreement as police officers.

PSO pay comes from Schedule A of the Victoria Police Enterprise Agreement 2025, the same agreement that covers police officers, reservists and recruits. Each figure is the "ordinary rate of pay", which already includes the 13% commuted penalty allowance (cl 64.1) for weekend, public holiday and shift work liability.

The scale rises by 3.0% on 1 June 2027, the last scheduled increase in the agreement, taking PSO point 1 to $79,833. The agreement's nominal expiry is 31 May 2028. You can follow the next round on our Victoria Police pay deal tracker.

A new PSO earns $77,508 from day one, against $61,187 for a police recruit in training.

PSO allowances and take-home pay

Several flat allowances sit on top of the salary.

On top of the salary, the agreement pays a number of allowances. These are the main ones a new PSO receives, at the rates from 1 June 2026.

Adding the four flat allowances to the salary gives a new PSO about $84,097 a year before shift allowances or overtime, by our calculation. That's about $2,564 a fortnight after 2026-27 tax and the Medicare levy, against $2,392 on salary alone.

Overtime is worked out on the base rate

Because the 13% commuted penalty is inside the salary, the base hourly rate used for overtime is the salary divided by 1.13. At PSO point 1 that's about $34.62 an hour on a 38-hour week, by our calculation. Weekday overtime is time and a half for the first 3 hours, then double time.

Why start as a PSO

  • ✓Paid $77,508 from day one, not the recruit rate.
  • ✓A 12-week academy instead of 25 weeks.
  • ✓A recognised route into policing without a pay cut.
  • ✓Same defined benefit super scheme as police (PSOs who started on or after 5 July 2010).

Why go straight to police

  • ✕Narrower duties, mostly transit and site protection.
  • ✕Mostly evening and night work.
  • ✕PSO pay tops out at $95,035 in situ, below a Leading Senior Constable.
  • ✕You still have to complete the Constable Qualifying Program later.

If you know you want to be a police officer, the direct route gets you there faster. If you want a paid way in, or you're unsure whether frontline work suits you, the PSO role is a lower-risk start. Read our guide to joining Victoria Police to compare.

Can you become a PSO? Eligibility

Victoria Police publishes one set of core eligibility rules, and the PSO process uses the same standards. There's no minimum education requirement and no upper age limit.

Victoria Police core eligibility

  • ✓ Aged 18 or over, no upper age limit.
  • ✓ Australian citizen or permanent resident; New Zealand citizens on a special category visa.
  • ✓ No minimum education requirement.
  • ✓ Full or probationary Australian driver licence (no learner permits), with no more than 7 demerit points at application.
  • ✓ First aid HLTAID010 or HLTAID011 before induction, valid for 12 months after training.
  • ✓ Drug testing, with zero tolerance for illicit drug use.

The licence rule catches people out: you need a full or probationary licence (not learners) and no more than 7 demerit points when you apply. Drug testing is zero tolerance. For criminal history, honesty is what matters most; see our guide to police background and integrity checks.

The PSO recruitment process, step by step

The same stages as police recruitment, with a shorter exam window.

Victoria Police runs PSO recruitment through ten stages, almost identical to police recruitment. Here's the order and what each involves, from the official PSO recruitment process page.

  1. 1

    Application

    Stage 1

Personal, work and education details, plus any prior offences and dealings with police. Answer every question fully: the background stage will check.

  2. 2

    Eligibility checks

    Stage 2

Driving history, criminal history and your behavioural responses are screened.

  3. 3

    Entrance exam

    $284

The same Victoria Police Entrance Exam police applicants sit: numeracy, abstract reasoning, literacy and report writing, with a $284 fee. PSO applicants have a 2-month window to sit it. Exemptions are possible.

  4. 4

    Background checks and fingerprinting

    Stage 4

A document pack and fingerprints at a local police station, free of charge.

  5. 5

    Fitness test

    Beep Level 5.01

At the Academy; allow 1.5 hours. The same standards as police applicants, with no swim listed.

  6. 6

    Psychological test

    Stage 6

Online; allow at least 30 to 40 minutes.

  7. 7

    Medical

    Stage 7

Hearing, vision and GP assessments with a minimum 5-year medical history. You pay for the appointments.

  8. 8

    Comprehensive checks

    Stage 8

Associations, social media and values are reviewed.

  9. 9

    Panel interview

    Stage 9

    Behavioural and scenario-based questions.

  10. 10

    Candidate pool

    Stage 10

If you're successful you wait for an Academy place, with six weeks' notice of your start date.

Victoria Police says its police process averages about six months; it doesn't publish a separate PSO timeline. Our police recruitment timeline guide compares every force.

The entrance exam and fitness test (beep Level 5.01)

Identical to the police standards.

The entrance exam

PSO applicants sit the Victoria Police Entrance Exam: numeracy, abstract reasoning, literacy and report writing, and you must pass all four. The fee is $284. Degree holders, applicants with an ATAR of 65+ and English 25+, ADF members, paramedics, firefighters and several other groups can apply for exemption. Our Victoria Police entrance exam guide breaks down each part.

The 12-week PSO Academy

Full-time, paid from day one.

Successful applicants complete 12 weeks of full-time training at the PSO Academy and are paid the full PSO point 1 rate of $77,508 from day one. That's a key difference from police recruits, who are on the recruit rate of $61,187 until they're sworn in at week 12 of a 25-week course.

Training runs at the Victoria Police Academy, 1 View Mount Road, Glen Waverley, from 7:30am to 3:30pm, Monday to Friday. After graduating you work under the Transit Safety Division with on-the-job mentoring, and shift allowances start to apply. Victoria Police doesn't publish the full PSO curriculum, so ask about deployment locations and rosters at your interview.

Shifts, rosters and where you'll work

Mostly evenings and nights, in 10-hour shifts.

Victoria Police says all operational PSO shifts are 10 hours, eight shifts a fortnight, in line with cl 33.2 of the agreement. Friday and Saturday Night Network shifts run from about 8pm to 6am. You get nine weeks of leave a year and 15 days of sick leave, and part-time work is possible from a minimum of 40 hours a fortnight.

Static PSOs at high-risk stations are moving to cover from 9am until the last service, but the network's busiest risk hours are still evenings and weekends, so expect plenty of night work. The 13% commuted penalty inside your salary covers weekend and public holiday liability, and the unsociable and intrusive hours allowances are paid on top for weekday evening and overnight hours.

Questions to ask before you accept

  • ✓ Which PSO unit or station group will I be deployed to?
  • ✓ How far will I travel to my first posting?
  • ✓ How often do rosters rotate, and how much notice is given?
  • ✓ How long before I can apply for the Constable Qualifying Program?
  • ✓ Which allowances will I receive in my first year?
  • ✓ Is part-time work possible after probation?

Promotion as a PSO

In-situ progression, then merit selection for leadership.

PSOs have their own rank ladder: PSO, PSO 1st Class, PSO Senior, PSO Sergeant and PSO Senior Sergeant. You move up a pay point each year on your anniversary. The agreement (cl 74.6) promotes PSOs in situ to PSO Senior after 4 years, plus education components and satisfactory performance.

  1. 1

    PSO, points 1 and 2

    $77,508 to $79,554

    Your first two years.

  2. 2

    PSO 1st Class, points 3 and 4

    $81,143 and up

    Years three and four.

  3. 3

PSO Senior, points 5 to 10

    $83,700 to $95,035

In situ after 4 years plus education and performance (cl 74.6).

  4. 4

    PSO Sergeant and Senior Sergeant

    $105,570 to $120,653

By merit selection; assessed annually against objectives.

PSOs who started on or after 5 July 2010 are classified as operational members of the ESSS Defined Benefit Fund, the same scheme as sworn police. The Victoria Police salary guide covers super alongside pay.

From PSO to police officer: the Constable Qualifying Program

A built-in route into policing, without a pay cut.

Victoria Police lets PSOs move into policing through the Constable Qualifying Program. Under the enterprise agreement (cl 75.1), a PSO who completes it is placed on a Constable increment that matches their PSO salary, rather than starting again at the bottom.

Illustration only, from Schedule A rates from 1 June 2026. The agreement says the Constable increment must be commensurate with PSO salary; Victoria Police decides the exact placement. First Constable point 3 is $90,399 and Senior Constable point 5 is $102,648.

The CQP was a 19-week course when the Victorian Government last described it publicly, in an October 2017 media release; the current length may differ.

The comparison shows why the route appeals: a new constable already earns more than PSO point 1, so a PSO moving across usually gains pay, and an experienced PSO Senior keeps roughly level pay. Victoria Police's PSO pages confirm you can take the CQP after training as a PSO, but don't publish current intake dates or pay during the course, so confirm both with your PSO unit.

Frequently asked questions

How much does a PSO earn in Victoria?

A new Protective Services Officer is paid $77,508 a year from 1 June 2026, including the 13% commuted penalty allowance that's built into the salary. Allowances such as the PSO capability allowance ($2,549) are paid on top. PSO Senior rises to $95,035 and PSO Senior Sergeants reach $120,653.

How long is PSO training in Victoria?

PSO training is 12 weeks full-time at the PSO Academy, and you're paid the full PSO rate of $77,508 from day one. Police recruits, by contrast, train for 25 weeks and are on the lower recruit rate of $61,187 until they're sworn in at week 12.

Can a PSO become a police officer in Victoria?

Yes. Victoria Police PSOs can move into policing through the Constable Qualifying Program. The enterprise agreement (cl 75.1) places them on a Constable increment that matches their PSO salary, so they don't take a pay cut by switching. Program length and entry conditions are set by Victoria Police.

What powers do Victoria Police PSOs have?

Victoria Police lists four main PSO powers: arrest and detain, search people and property, seize weapons, graffiti implements and alcohol, and issue infringement notices. PSOs use them on the public transport network and at protected sites such as courts and Parliament House. They don't do general police work such as investigations.

Is the PSO entrance exam the same as the police exam?

Yes. PSO applicants sit the same Victoria Police Entrance Exam, with the same $284 fee and the same four parts: numeracy, abstract reasoning, literacy and report writing. The difference is that PSO applicants have a 2-month window to sit it, against 3 months for police.

What is the beep test level for a Victoria PSO?

PSOs use the same fitness standards as police applicants: beep test level Level 5.01, 30 kg grip in each hand, the Illinois agility run in 20 seconds, 5 push-ups on toes and a 60-second prone bridge. No swim is listed for PSO applicants.

What hours do PSOs work?

Victoria Police says all operational PSO shifts are 10 hours, eight shifts a fortnight, and Friday and Saturday Night Network shifts run from about 8pm to 6am. The 13% commuted penalty in the salary covers weekend and shift liability, and unsociable and intrusive hours allowances are paid on top. Part-time work is possible from 40 hours a fortnight.

Is there an age limit to become a PSO?

You can apply from 18, and Victoria Police publishes no upper age limit; you must pass the medical, fitness and psychological assessments. You also need to be an Australian citizen or permanent resident, or a New Zealand citizen on a special category visa, and hold a current first aid certificate.
