The NSW Police Academy at a glance

A university degree with a residential police academy in the middle of it.

NSW is the only Australian force where you become a police officer through a university qualification you start before you're employed. Since January 2026 that qualification is the Associate Degree in Applied Policing (ADAP), delivered by Western Sydney University with the NSW Police Force. It replaced the Charles Sturt University degree that recruits studied for years.

as a Probationary Constable

The Academy at Goulburn is where the degree turns into police work. For 16 weeks you live on campus, train full-time and are paid as a temporary employee. At the end you attest, which means you're sworn in as a Probationary Constable and posted somewhere in NSW. Recruiting has rebounded since paid Academy training began: the government says applications are up 70%.

Where these facts come from

The NSW Police recruiting site blocks automated reading, so several details here come from Western Sydney University's course page, government releases and our NSW data file. Where something comes only from a search extract or a news report, we say so.

Where the Academy is, and living in at Goulburn

The NSW Police Academy is in Goulburn, in the Southern Tablelands. Everyone who becomes a NSW police officer trains there, whether they live in Sydney, the coast or the far west. There's no second campus for the Academy session.

Living in

Western Sydney University describes Stage 2 as a full-time residential session, and NSW Police provides accommodation and meals while you're there. We found no published board charge. Local media reported a $30 million block of 180 ensuite rooms in three towers opening in 2023 (we saw this in a search extract of the Goulburn Post, not the article itself).

If you're coming from Sydney, Goulburn is close enough for many recruits to get home at weekends, but plan for the travel cost and time. Regional recruits from the north and west face long trips, which is one reason the residential model matters.

How the ADAP is structured: three stages over about two years

Western Sydney University describes the ADAP as an AQF level 6 associate degree of about 24 months over five sessions, in three stages: Distance, Academy and Operational.

  1. 1

    Stage 1: Distance (Session 1)

    16 weeks

16 weeks of online study, unpaid. It includes a residential at the Academy and a two-week placement at a police station. A NSW Police page extract suggests about 25 hours of study a week.

  2. 2

    Stage 2: Academy (Session 2)

    16 weeks

16 weeks full-time, living in at Goulburn. You're employed on a temporary fixed-term arrangement and paid $1,360 a week plus super and allowances.

  3. 3

    Attestation

    End of Stage 2

You're sworn in as a Probationary Constable and posted to a command somewhere in NSW.

  4. 4

    Stage 3: Operational

    12 months

12 months as a Probationary Constable on the job, studying three part-time online sessions. Finishing confirms you as a Constable and completes the degree.

Listed ADAP start dates are: 26 Oct 2026, 1 Mar 2027, 3 May 2027, 23 Aug 2027. The Academy has moved from three to four attestation classes a year, so there are more entry points than there used to be.

NSW is the only force where you start a degree before you're employed, and the first 16 weeks are unpaid.

What you'll learn at the Academy

Western Sydney University says only that the course covers all aspects of contemporary policing, and NSW Police doesn't publish a module list we could read. So we won't list subjects that aren't confirmed. Here is what the sources do show about the training at Goulburn.

NSW Police doesn't publish a detailed Academy curriculum on a page we could read. Ask the Academy or WSU for the unit list.

The last row matters beyond the Academy. Under the award, moving up each pay level needs at least 12 months on the level plus current competencies, including defensive tactics and firearms, CPR and first aid, and driver status. The skills you learn at Goulburn are ones you'll be requalified in for the rest of your career.

Assessments, fitness and what happens if you fall behind

This is the part of NSW Academy life that is least documented in public. We couldn't find a published rule on pass marks, re-sits, back-squadding (moving to a later class) or termination. Here is what is known, and what isn't.

What we can confirm

  • ✓ The ADAP is a university degree, so each unit is assessed and graded by Western Sydney University
  • ✓ Physical capacity testing is required, and you must maintain your fitness throughout the course (WSU)
  • ✓ You must complete probation and the remaining sessions of the degree before you're confirmed as a Constable

The entry fitness test, the Physical Capacity Tests, is a useful benchmark for the standard you'll be expected to hold. Arriving well above it gives you a margin when training intensity rises.

Not published: failure and remediation rules

NSW Police doesn't publish what happens if you fail an assessment at Goulburn. Ask at your offer stage how re-assessments work, whether you can join a later class, and how a failed unit affects the degree. WSU's student policies cover academic progress for the university units.

Our NSW Police fitness test guide covers each test in detail, including the beep test at Level 7.1.

What you're paid at the Academy

During Session 2 you're employed as temporary administrative staff and paid $1,360 a week plus super and allowances, at the rate set from March 2024. Over the 16 weeks that's $21,760 by our calculation, before allowances.

plus super and allowances

16-week session

$21,760

Take-home a week

The published totals don't agree

AAP's 2023 report of the announcement put Academy pay at about $30,984 over 16 weeks (about $1,937 a week), including allowances. A NSW Police scholarships page extract gives "approximately $30,894". Neither breaks the figure down, and neither matches $1,360 x 16 = $21,760. We also couldn't confirm whether the weekly rate has risen for 2026. Ask NSW Police Recruitment for the current rate in writing.

Tax is withheld as if you earned $1,360 every week of the year. If the session pay is your only income that financial year, the tax and Medicare on $21,760 would be $0 after the tax-free threshold and low income tax offset, so a recruit with little other income should get back most or all of the withheld tax. Our recruit pay comparison sets NSW against the other seven forces.

Course fees and what the Academy costs you

NSW is the only force that charges recruits a course fee, because the training is a university degree. The fee figures don't agree, so read this carefully.

Fee sources conflict: an older report also quoted a full-fee total under FEE-HELP from the previous degree. Confirm the current fee with Western Sydney University.

If you defer the fee with a HELP loan, repayments start once your income passes the threshold. As a Probationary Constable on $92,576, the compulsory HELP repayment would be about $3,457 a year at 2026-27 thresholds, by our calculation. That's on top of normal tax, which leaves about $2,786 a fortnight before HELP.

What a day at Goulburn looks like

NSW Police doesn't publish an Academy timetable on a page we could read, so we can't tell you the exact hours at Goulburn. What we can do is show you what other Australian academies publish, which gives a fair picture of the rhythm of a residential police course.

In general, expect a structured weekday of classes, physical training and practical sessions, with study in the evenings and weekends usually free unless a scenario or duty is scheduled. Living in means early starts, shared routines and little privacy for 16 weeks. That's general guidance, not a NSW rule, so ask at induction about weekend leave, visitors and rules on alcohol and phones.

Attestation and your first posting

The Academy session ends with attestation, the ceremony where you're sworn in as a Probationary Constable. Classes are big. Class 367 attested in December 2025 with 341 recruits, the largest in 13 years; Class 368 in May 2026 had 349; and on 21 August 2026 the first Western Sydney University class attested with 353, the largest in 14 years.

Postings are statewide, so you could be sent anywhere. Two programs help you shape that. Be a Cop in your Home Town lets you nominate a regional location; 50 officers in Class 367 took regional postings under it. And NSW pays real money for remote service: a cash incentive of $36,000 (Remote) or $31,000 (Special Remote) in total over 5 years; $19,000 over 5 years for Lord Howe Island.

See the NSW police salary guide for allowances and the NSW joining guide for how the offer and allocation work.

Probation and the final year of the degree

12 months as a Probationary Constable, then confirmed as Constable. During those 12 months you work as a police officer and complete the third stage of the ADAP: three part-time online sessions alongside your shifts. When you've completed probation and the degree, you're confirmed as a Constable and graduate with the associate degree.

The jump from $1,360 a week to $92,576 a year is the biggest in Australian policing, because NSW pays its Academy students as temporary staff rather than police. The 11.5% loading covers weekend and shift work, and shift allowances are paid on top for afternoon and night shifts.

  • ✓A nationally recognised degree when you finish.
  • ✓Four attestation classes a year.
  • ✓One of the highest first-year salaries in Australia.

What to plan for

How to succeed at Goulburn

These tips come from what the course demands, not from insider sources. They're the things most likely to make the 16 weeks easier.

Before and during the Academy

  • ✓ Save enough to cover Session 1, which is unpaid for 16 weeks
  • ✓ Treat Session 1 as real study: the online units count towards your degree
  • ✓ Arrive comfortably above the entry fitness standard, because you must maintain fitness throughout
  • ✓ Practise driving in a range of conditions; driver training is a major part of the course
  • ✓ Sort your HELP loan and tax file number declaration before you start
  • ✓ Plan your weekends home and travel costs to and from Goulburn
  • ✓ Think about where you'd like to be posted and whether Be a Cop in your Home Town suits you
