The short answer

From 1 July 2026, eligible ACT home buyers pay no conveyance duty under the Home Buyer Concession Scheme, with no income test and no price limit, if no buyer has owned property in the last five years. The ACT has no first home grant. AFP members posted elsewhere use that state's schemes, plus the national 5% Deposit Scheme. Checked 9 October 2026.

What can AFP and ACT Policing members get as first home buyers?

It depends on where you buy. In Canberra, the answer changed on 1 July 2026.

There's no first home scheme just for AFP members. ACT Policing members buying in Canberra use the ACT's Home Buyer Concession Scheme, which from 1 July 2026 removes conveyance duty for eligible buyers with no income test and no price limit. AFP members posted to other states use that state's schemes. Everyone can use the national 5% Deposit Scheme.

The police-specific part is pay: lenders must decide what to make of the 22% Core Composite, the Use of Force allowance and the 15.4% super that doesn't help with a deposit. Your exact rate is on the AFP salary page, and our guide to joining the AFP covers the College.

The ACT Home Buyer Concession Scheme: no duty from 1 July 2026

The ACT has gone further than any other jurisdiction for owner-occupiers who haven't owned recently.

The ACT Revenue Office says that for transaction dates from 1 July 2026, eligible buyers are exempt from conveyance duty, the income threshold has been removed and the property value limit has been removed. It applies to new homes, established homes and vacant residential land. Before 1 July 2026 there was a $250,000 income threshold (plus $4,600 per dependent child) and duty applied above $1,020,000.

The four eligibility rules (ACT Revenue Office, read 9 October 2026)

  • ✓ Every buyer is an individual aged 18 or over (not a company, trust or business partnership)
  • ✓ No income test for transaction dates from 1 July 2026
  • ✓ No buyer, or buyer's domestic partner, has owned or held an interest in any property, in the ACT, Australia or overseas, in the 5 years before the transaction
  • ✓ At least one buyer owns and lives in the home continuously for at least a year, starting within a year of settlement (or of the certificate of occupancy for land)

The scheme is self-assessed: you claim it, and the ACT Revenue Office checks later. If you don't meet the residence rule you pay full duty, and penalty tax (25% by default) and interest can apply. That matters for AFP members, because a posting out of Canberra in your first year could break the one-year rule. The Revenue Office has a residence requirement exemption for unforeseen circumstances; contact it early if a posting comes up.

Buying over the border in Queanbeyan or Googong

Many ACT Policing members look across the border. Different rules apply there.

A home in Queanbeyan, Jerrabomberra or Googong is in New South Wales, so the ACT concession doesn't apply. Instead, Revenue NSW's First Home Buyers Assistance Scheme gives a full transfer duty exemption on new or existing homes up to $800,000 and a concessional rate below $1 million. NSW also pays a $10,000 grant on new homes up to $600,000, or $750,000 to build.

Buying in Canberra (ACT)

  • ✓No duty at any price if eligible
  • ✓Five-year ownership test: past owners can qualify again after five years
  • ✓5% Deposit Scheme cap of $1,000,000

Buying over the border (NSW)

  • ✕Duty exemption stops at $800,000, concession to $1 million
  • ✕NSW requires you never to have owned residential property in Australia
  • ✕5% Deposit Scheme cap outside the regional centres is $800,000

The NSW grant is the one thing the ACT doesn't offer, but its caps are low. Our NSW police first home buyer guide covers the NSW rules in full. Check which 5% Deposit Scheme cap applies to your NSW postcode using the government's postcode tool.

Read on each state or territory revenue office and firsthomebuyers.gov.au on 9 October 2026. Thresholds change with budgets: follow the links to our state guides for full rules.

Two patterns stand out. New homes are favoured almost everywhere: Queensland, SA and the NT give their biggest help only on new builds. And the ACT is now the only jurisdiction with no price limit on duty relief for established homes. If you're posted to Perth, Brisbane, Darwin or a PSO site, read that state's guide before you commit.

All the state schemes need you to live in the home, usually for six to 12 months. An AFP posting that ends early can cost you the concession, so ask the revenue office about transfers before you sign.

The 5% Deposit Scheme and Help to Buy

The national schemes work the same for AFP members as for anyone else.

The 5% Deposit Scheme lets you buy with a 5% deposit and no lenders mortgage insurance (LMI). There's no income cap. You must be a citizen or permanent resident aged 18 or over, a first home buyer (or not have owned property in Australia in the past 10 years), and buying a home to live in under the cap. In the ACT the cap is $1,000,000 for all areas.

Help to Buy, joint

Help to Buy is shared equity, with the government owning up to 30% of an existing home or 40% of a new one. A newly sworn constable's $91,727 package is under the $103,000 single limit, but overtime and allowances count in taxable income, and a couple with two incomes may exceed $165,000. How lenders read AFP pay

A base salary, an annualised composite and a flat allowance. Each reads differently.

AFP pay is set by the AFP Enterprise Agreement 2024-2027. A newly sworn police constable, national or ACT, sits at Band 2.4 on $72,317. The AFP advertises the package as base plus the 22% Core Composite plus the $3,500 Use of Force allowance: $91,727, which matches our calculation. PSO recruits start at Band 2.1 on $64,754.

Pay facts from the AFP Enterprise Agreement 2024-2027 and AFP careers pages. Lender treatment is general practice, not any lender's policy.

The final increase under the agreement, 2.7%, is due from 9 December 2026. Lenders assess current pay, so a pre-approval just after that date will be a little higher. The agreement nominally expires in December 2027.

Your 15.4% super and your deposit

One of the best super deals in Australian policing does nothing for your deposit.

The AFP pays 15.4% employer super into PSSap or a fund of your choice, and the Core Composite counts as super salary. On the Band 2.4 package that's about $13,587 a year (our calculation on base plus composite). It's excellent for retirement. But lenders assess the pay you take home, not your super, and you can't withdraw employer contributions to buy a home.

The ATO's first home super saver scheme releases eligible voluntary contributions only. It excludes employer SG and contributions mandated by an award or industrial agreement. Salary sacrificing extra can grow a deposit with a tax saving, but it lowers the take-home pay lenders assess, so time it before or after your loan application. Our AFP super guide has the detail.

What an AFP officer could borrow

Our calculator's method: after-tax pay less living costs, tested at 9% over 30 years.

These use 2026-27 tax rates, an illustrative 6% rate plus APRA's 3 percentage point buffer, $3,200 a month of living costs for a single applicant and a $5,000 card limit. They show how the rules move the figure, not a lender's offer.

At Band 5.3, the top of the constable broadband, the package is about $139,970 (our calculation) and the method gives about $659,000. Real repayments on $752,000 at 6% would be about $4,509 a month.

Estimates, not credit advice

Lenders use their own expense benchmarks and income rules. If a lender ignores the composite, a newly sworn constable's figure falls back towards $186,000. HELP debts, car loans and card limits all reduce it.

College pay and your first year at Band 2.4

The AFP doesn't describe a formal probation period, but lenders will still ask.

Police recruits are paid at Band 2.3, $69,698, during the 26-week program at the AFP College, about $2,187 a fortnight after tax, with free accommodation and main meals. Our data treats the composite as not paid during training. Most lenders won't lend on College pay, so plan to buy once you're sworn.

Graduates are probationary constables at Band 2.4 for at least 12 months and until a supervisor signs off the workbook, then move to Band 3.1 on $75,233. Our data found no separate formal probation period beyond that. If a lender asks, explain the progression and give it your offer letter and recent payslips.

What police lender offers say about probation (read 9 October 2026)

  • ✓ BankVic: home loan eligibility says you must be outside any probationary period of employment
  • ✓ People First Bank: its page doesn't say; a broker reports probationers are excluded from the package
  • ✓ Police Bank, QBANK and Police Credit Union: no police-specific probation rule found on the pages we read
  • ✓ Many lenders assess a sworn constable as permanent from day one: ask before applying

Police home loan features open to AFP members

Police-specific home loan features relevant to AFP and ACT Policing members

Police Bank

Police feature advertised
Police Value Home Loan: minimum 5% deposit, LVR up to 95%, offset and redraw. Its 2024 annual report describes a shared-equity Essential Worker Home Loan Scheme with HOPE Housing. Its history notes it welcomed AFP members.
Conditions to check
No police LMI waiver found. Its product document says LMI applies above 80% LVR. Its website blocked our automated check, so we read its published product document (dated 2021) and 2024 annual report. Confirm current terms with the bank.

BankVic

Police feature advertised
A police-only special variable rate and offset variable rate (owner-occupier), "100% overtime considered", and a $4,000 cashback offer for police buying or refinancing. Membership includes AFP Association members.
Conditions to check
Rate footnotes on the same page describe "up to 80% with no LMI or up to 90% with LMI", so ask which applies to you. Home loan eligibility says you must be outside any probationary period of employment. It has a broker channel; ask whether the waiver and cashback are available through it.

People First Bank

Police feature advertised
Essential Services Package for home and investment loans. No LMI up to 90% LVR, for loans up to $1.2 million. The interest rate is its above-80% LVR rate.
Conditions to check
Income requirements apply but aren't published on its page. A broker reports $80,000 single or $150,000 joint (with $75,000 from the officer), and that probation and casual work are excluded: confirm with the bank.

QBANK

Police feature advertised
AFP employees are within its membership bond. An FHB First Responders Exclusive Offer for QPS and other Queensland first-responder employees, under 95% LVR with LMI, minimum 5% deposit, salary credit of $1,500 a month. Recruits and trainees get 0.05% off its Special Offer Classic or Classic Plus Package home loans.
Conditions to check
No LMI waiver found. The first responder offer is "+ LMI", which can be added to the loan. Interest rate offers need your salary paid into a QBANK account. The first responder rate is for new lending, principal and interest only.

Police Credit Union

Police feature advertised
Platinum package for police from any Australian force: no package or loan fees and 0.10% off selected home loan rates.
Conditions to check
No LMI waiver found on its pages. Platinum benefits are fee and service benefits, not an LMI waiver. Some benefits don't apply to special offers.

P&N Bank

Police feature advertised
Says it takes 100% of your overtime into consideration. $1,500 cashback on eligible loans (minimum $250,000, LVR 80% or less), not available with the LMI waiver. LMI waived for LVRs between 80% and 90%.
Conditions to check
Waiver is direct only: loans must come through P&N's own channels and "broker referred loans will not qualify". Owner-occupied, principal and interest, minimum $250,000, property in Perth metro, Bunbury, Busselton, Albany or Geraldton, probation completed. Relevant only to AFP members buying in those WA areas.

Offers change and can be withdrawn. Confirm terms with the lender or a licensed broker before relying on any of this.

QBANK's first responder offer is for Queensland first responders, so check whether an AFP member in Queensland qualifies. Police waivers usually need a 10% deposit; the 5% Deposit Scheme needs 5% but caps the price at $1,000,000 in the ACT. Our guides to LMI waivers for police and police banks and credit unions compare the conditions.

Relocations, remote PSO roles and buying while mobile

AFP careers move. Your first home plan has to survive a posting.

After graduation the AFP pays travel home and relocation help for interstate moves: removalists, vehicle transport, pet relocation and a settling-in allowance while you find housing. Officers find and pay for their own housing. Relocation is also paid for merit-based moves, but not moves you request.

Remote PSO roles pay a lot. At Exmouth and Pine Gap the AFP advertises a total of $138,470 a year, including a $45,000 Remote Defence Capability Payment that isn't an enterprise agreement clause. Lenders may treat that payment as temporary, but it can build a deposit quickly. Our guide to AFP protective service officers covers those roles.

Every first home concession expects you to live in the home. An AFP posting can make that the hardest rule to meet.

Before you buy, if a posting is possible

  • ✓ Ask the revenue office what happens to your concession if you're transferred within the residence period
  • ✓ Check the 5% Deposit Scheme's rules on moving out while the guarantee is active
  • ✓ Ask your lender whether you can rent the home out later, and what that does to your rate
  • ✓ Keep copies of your posting orders: they support an exemption request

  • ✓ How do you treat salary sacrifice to super?
  • ✓ Are you a 5% Deposit Scheme lender with places in my postcode?
  • ✓ What happens if I'm posted interstate and need to rent the home out?

Frequently asked questions

Is there a first home buyer grant in the ACT?

No. First Home Owner Grant payments ceased in the ACT on 1 July 2019. Instead, the ACT runs the Home Buyer Concession Scheme, which from 1 July 2026 removes conveyance duty entirely for eligible buyers, with no income test and no property value limit. AFP members can also use the national 5% Deposit Scheme, which has a $1,000,000 cap across the ACT.

How much stamp duty do first home buyers pay in Canberra?

Nothing, if you're eligible for the Home Buyer Concession Scheme and your transaction date is on or after 1 July 2026. The ACT Revenue Office removed both the income threshold and the property value limit from that date. Without the concession, an owner-occupier would pay about $19,208 on a $750,000 home, on our calculation from the ACT's owner-occupier rates.

Do I have to be a first home buyer for the ACT concession?

Not strictly. The rule is that no buyer, and no buyer's domestic partner, has owned or held an interest in any property in the ACT, elsewhere in Australia or overseas in the five years before the transaction. You must also be an individual aged 18 or over, and live in the home continuously for at least a year, starting within a year of settlement.

How much can an AFP constable borrow for a first home?

On our illustrative method (6% rate tested at 9%, $3,200 a month of living costs, a $5,000 card limit), a newly sworn Band 2.4 constable on $72,317 could borrow about $186,000 on base alone, about $298,000 with the 22% composite, and about $323,000 with the composite and Use of Force allowance. At Band 5.3 with both, about $659,000.

Can I use my 15.4% AFP super for a house deposit?

Not the employer contribution. The ATO's first home super saver scheme only releases eligible voluntary contributions, up to $15,000 a year and $50,000 in total, and specifically excludes employer contributions. Salary sacrificing extra could be released later, but it reduces the take-home pay lenders assess. The 15.4% helps your retirement, not your deposit.

Do lenders count the AFP 22% Core Composite?

Many do with payslips, because it's an annualised allowance paid every fortnight rather than per-shift penalties. Note that the AFP can remove it on 28 days' notice if you can't or won't work the Operations pattern, and a move to a support role ends it. Some lenders shade it for that reason; ask how yours treats it.

I'm posted outside the ACT. Which first home schemes apply?

The ones in the state or territory where you buy and live. Each state's duty concessions and grants differ widely, from no duty on new Queensland homes to no relief on established homes in South Australia and Tasmania. The national 5% Deposit Scheme applies everywhere, with different price caps. Our table above links to each state guide.

Does Police Pay Australia recommend a lender for AFP members?

No. We don't hold an Australian Credit Licence and don't recommend any loan or lender. This guide describes government schemes and publicly advertised lender features, with sources and dates. If you use our form, we introduce you to a licensed mortgage broker and confirm who that is before sharing your details.
