What can a NT police officer get as a first home buyer?
The Territory's schemes favour new homes heavily. Your housing allowance is the police-specific piece.
The Northern Territory has no first home scheme just for police, but it has the most generous new-home grant in the country and a duty exemption for house-and-land packages. On top of those, NT Police pays a housing allowance to members who provide their own accommodation, which is unusual and changes the maths of buying.

The $50,000 HomeGrown Territory Grant
The single biggest first home grant in Australia, and it's for new homes only.
The HomeGrown Territory Grant pays $50,000 towards building or buying a new home in the Territory. It replaced the old $10,000 First Home Owner Grant for new homes, applies to owner-builders and off-the-plan purchases, and has no cap on the build or purchase price. A new transportable home counts if it's permanently fixed and approved to live in.

You must never have owned a home anywhere in Australia, at least one buyer must be an Australian citizen or permanent resident, and every owner must meet the rules. Applications close on 30 September 2028, and must be made within 12 months of settlement. You can apply through your lender or directly to the Territory Revenue Office.
Your lender can release the grant early to help with the deposit, subject to normal approval. If you apply direct, it's paid after settlement for a purchase, after the foundation is laid for a build, or on the occupancy certificate for owner-builders. The $10,000 grant for established homes covered contracts signed only between 1 October 2024 and 30 September 2025.
Stamp duty in the NT, and the house-and-land exemption
No first home concession on established homes. A big exemption on house-and-land packages.
The Territory doesn't offer a first home buyer duty concession on established homes, so you pay the standard rate. Duty is a formula up to $525,000 and 4.95% of the value from $525,000 to under $3 million. We checked our formula against the NT Government's own calculator.

Calculated by us: D = 0.06571441V² + 15V (V = value ÷ 1,000) up to $525,000, then 4.95%. Checked against the NT conveyance calculator. A plain new home bought from a builder isn't automatically a house-and-land package: check the HLPE rules.
The House and Land Package Exemption covers a house and land bought from a building contractor in a single transaction, under a contract signed between 1 July 2022 and 30 June 2027. It isn't means tested and has no value cap. At least one buyer must live in the home within 12 months of completion, for at least six continuous months.
Stack the grant and the exemption
A first home buyer who signs a qualifying house-and-land contract before 30 June 2027 could receive the $50,000 grant and pay no duty. On a $500,000 package, that's $73,929 of help compared with buying an established home at the same price. Check that your contract fits both sets of rules before you sign.
5% Deposit Scheme, HomeBuild Access and Help to Buy
Three ways to buy with a small deposit, each with different limits.
The federal 5% Deposit Scheme lets you buy with a 5% deposit and no lenders mortgage insurance (LMI). There's no income cap. You must be a citizen or permanent resident aged 18 or over, a first home buyer (or not have owned property in Australia for 10 years), and buying a home to live in under the cap: $750,000 in Darwin and $600,000 in the rest of the Territory. It works on established homes too.

HomeBuild Access is the NT Government's low-deposit loan program for new-built homes or buying land to build on. It's managed by People First Bank on the government's behalf, which also advertises an Essential Services Package for sworn police. They're different products. Help to Buy, the federal shared equity scheme, is tested on taxable income: a Constable 1 on the $111,366 package is already over the $103,000 single limit.
The NT Police housing allowance: what changes when you buy
Swapping police housing for your own home comes with a taxable allowance attached.
NTPFES offers members barracks, free departmental housing, or a $33,184 a year housing allowance. The allowance is taxable, paid fortnightly and reviewed with CPI; it was $28,544.47 at 1 July 2022. Our data, from NTPFES's constable page, describes it for constables and Aboriginal Community Police Officers who provide their own accommodation, whether renting or buying.
Housing allowance
$33,184
a year, before tax
After tax, on the Constable 1 package
$21,897
a year, our calculation
Repayments on a $500,000 loan at 6%
$35,973
a year, our calculation
So for a Constable 1, the allowance covers roughly 61% of the repayments on a $500,000 loan, after tax. That's a big help with repayments, but buying also means giving up free police housing. Run both: your costs in free police housing against your mortgage, rates, insurance and maintenance less the allowance.
Confirm the allowance before you buy
The NTPA reported in 2026 that payroll still hadn't been updated for the 2025 agreement, with members making manual allowance claims. The first 2025 offer proposed removing Darwin police housing; the NTPA says the final agreement kept existing housing entitlements. Get written confirmation of your housing allowance from NTPFES before you commit.
How lenders read NT police pay
Base, two percentage allowances and a housing allowance: each gets different treatment.
NTPFES publishes base pay and a "package" that adds the 23% Consolidated Allowance and the 5% General Policing Allowance. A Constable 1's base is $87,005 and the package $111,366. At Constable First Class 10 it's $103,977 base and $133,090 package.
Base salary
- What it is
- $87,005 (Constable 1) to $103,977 (1/C 10)

- Counted in full
Consolidated Allowance (23%)
- What it is
- Paid to operational members once posted, not in training
- How lenders commonly treat it
- Often counted with payslips; it's fortnightly and predictable
General Policing Allowance (5%)
- What it is
- General policing positions with current OSTT; higher at isolated localities
- How lenders commonly treat it
- Usually counted while you hold the role
Housing allowance ($33,184)
- What it is
- Taxable cash when you provide your own accommodation
- How lenders commonly treat it
- Varies: some count it as income, some offset it, some ignore it
Night shift (15%) and overtime
- What it is
- Per shift; overtime at time and a half to double time and a half
- How lenders commonly treat it
- Averaged, shaded or needs history
Remote allowances (CRIA)
- What it is
- Percentage allowances at isolated localities
- How lenders commonly treat it
- Often treated as temporary

Pay facts from NTPFES and the 2022 Consent Agreement (2025 details not yet public). Lender treatment is general practice, not any lender's policy.
For an NT constable, whether a lender counts the housing allowance can be worth more borrowing power than a promotion.
What a NT police officer could borrow
Our calculator's method: after-tax pay less living costs, tested at 9% over 30 years.
These use 2026-27 tax rates, an illustrative 6% rate plus APRA's 3 percentage point buffer, $3,200 a month of living costs for a single applicant and a $5,000 card limit. They're illustrations of how the rules move the number.
Constable 1, base only
$290,000
$87,005
With the 28% allowances

$111,366 package
Plus the housing allowance
$688,000

At Constable First Class 10 the method gives about $614,000 with the package, or about $825,000 with the housing allowance as well. For a Constable 1 with the allowances counted, the price that loan supports sits inside the $750,000 Darwin cap for the 5% Deposit Scheme, so saving the deposit is often the harder part.
Estimates, not credit advice
Lenders apply their own expense figures and income rules. Some treat a housing allowance as reducing housing costs rather than adding income. HELP debts, car loans and card limits all cut the figure.
Run the numbers on your own NT pay
Pick NT Police and your pay point, add the Consolidated Allowance, GPA, night shifts and overtime, and see your borrowing range with none, some and all of your variable pay counted.
Recruit pay and two-year probation
NT probation is longer than most forces, and that's what lenders' police offers look at.
Recruit constables are paid $74,619 for the first four months of training and $79,095 from four months to graduation, about $2,433 a fortnight after tax at the higher rate. Allowances aren't paid during training. New recruits can claim up to $20,000 in relocation costs, as reimbursement on evidence of spending.
Constables are on probation until the second anniversary of starting, under the Police Administration Act. The Commissioner can shorten or extend it. Two years is a long time to wait if a lender excludes probation, so ask early.
What police lender offers say about probation (read 9 October 2026)
- ✓ BankVic: home loan eligibility says you must be outside any probationary period of employment
- ✓ People First Bank: its page doesn't say; a broker reports probationers are excluded from the Essential Services Package
- ✓ Police Credit Union and Police Bank: no police-specific probation rule found on the pages we read
- ✓ Many other lenders lend to sworn probationary constables: check before you apply
Super won't fund the deposit. Our data says NT Police employer super is believed to be the 12% Superannuation Guarantee into your chosen fund (not confirmed on a primary source). The ATO's first home super saver scheme only releases voluntary contributions, up to $15,000 a year and $50,000 in total. See our NT Police super guide.

Lenders also apply their own postcode policies, and some limit lending in remote towns and communities regardless of your job. If you're buying outside Darwin, Palmerston, Katherine or Alice Springs, ask about location rules first. Our guide to police banks and credit unions covers membership, and LMI waivers for police covers each waiver.
Remote postings, free housing and when to buy
Remote service is the best time to save, and often the wrong time to buy.
At isolated localities, members in agency dwellings get free electricity, two gas bottles a year and pest control, plus fares out of isolated localities. The Consolidated Remote Incentive Allowance replaces locality bonuses, and rises with years of service: for example, 11% in year one at Tennant Creek, then 18% in years two and three, as a share of salary.
Saving while posted remote
- ✓Free housing and utilities mean little to spend
- ✓CRIA and higher GPA rates lift take-home pay
- ✓A posting of choice after two years gives you a target town
Buying while posted remote
- ✕The grant and 5% Deposit Scheme need you to live in the home
- ✕Lenders may treat CRIA as temporary
- ✕The housing allowance is for members not in police housing
The 2022 agreement gives members a posting of choice in Darwin, Katherine or Alice Springs after two years' service elsewhere (cl 60). That gives you a realistic plan: save hard while remote, get pre-approval as the posting nears, and buy where you'll live. Check that the HomeGrown contract deadline of 30 September 2027 fits your timing. Our remote and rural incentives guide compares the NT with other forces.

A broker can find lenders that count the allowances and lend in your postcode.
Questions to ask any lender or broker
- ✓ Will you count the Consolidated Allowance and GPA in full?
- ✓ How do you treat my housing allowance: as income, or as a reduction in housing costs?
- ✓ Do you lend to constables in their two-year probation?
- ✓ Do you lend in my postcode, and are you a 5% Deposit Scheme lender with places here?
- ✓ Can you release the HomeGrown grant early towards the deposit?
How our form works, and how we're paid
We don't hold an Australian Credit Licence and don't give credit advice or recommend any loan or lender. The form asks to be put in touch with a licensed mortgage broker. Until we appoint a broker partner, we'll email you the name of the broker we'd introduce you to, and nothing is shared until you confirm. We may receive a referral fee. Read our referral disclosures. P&N Bank's LMI waiver isn't available on broker-introduced loans.

Frequently asked questions
Is there a first home grant for NT police?
Not one just for police. NT Police officers use the same Territory schemes as other buyers: the $50,000 HomeGrown Territory Grant on new homes, the house-and-land package duty exemption and HomeBuild Access low-deposit loans, plus the federal 5% Deposit Scheme. What is police-specific is the housing allowance, which can be paid when you house yourself.
How much is the HomeGrown Territory Grant?
$50,000 for first home buyers who sign a contract to buy or build a new home in the Territory between 1 October 2024 and 30 September 2027, with no cap on the price. You must live in it for at least 12 months. Applications close 30 September 2028. The $10,000 grant for established homes only covered contracts up to 30 September 2025.
Do first home buyers pay stamp duty in the NT?
On an established home, yes: there's no first home buyer duty concession. A $500,000 home attracts about $23,929, on our calculation checked against the NT Government's calculator. A house-and-land package bought from a building contractor under a contract signed by 30 June 2027 can be exempt under the House and Land Package Exemption, which has no value cap.
Do NT police get a housing allowance if they buy a home?
NTPFES describes a $33,184 a year taxable housing allowance, paid fortnightly, for constables and Aboriginal Community Police Officers who provide their own accommodation, renting or buying, instead of barracks or free departmental housing. Buying your own home is one way to qualify. Confirm your eligibility, and how it applies at higher ranks, with NTPFES or the NT Police Association before you plan around it.
How much can a NT police constable borrow?
On our illustrative method (6% rate tested at 9%, $3,200 a month of living costs, a $5,000 card limit), a Constable 1 on $87,005 base could borrow about $290,000 on base alone, about $461,000 with the 28% allowances counted, and about $688,000 if a lender also counts the $33,184 housing allowance. Lenders differ widely on that last part.
Can I get a home loan during NT Police probation?
Often, but it needs care. Constables are on probation until the second anniversary of starting, under the Police Administration Act, which is longer than most forces. Many lenders assess sworn probationary officers as permanent, but BankVic's home loan eligibility says you must be outside any probationary period. Ask each lender first.
Can I buy in Darwin while posted to a remote community?
You can buy, but the first home schemes may not fit. The HomeGrown grant needs you to live in the home for 12 months, and the 5% Deposit Scheme is for a home you live in. NT Police members can get a posting of choice in Darwin, Katherine or Alice Springs after two years' service elsewhere, which can help you plan when to buy.
Does Police Pay Australia recommend a lender for NT police?
No. We don't hold an Australian Credit Licence and don't recommend any loan or lender. This guide describes government schemes and publicly advertised lender features, with sources and dates. If you use our form, we introduce you to a licensed mortgage broker and confirm who that is before sharing your details.
