'est.' marks figures we estimated from the 2022 Consent Agreement plus the agreed 2025 increases (5% then 4%). Unmarked figures are rates NTPFES publishes. The 2025 agreement's own schedule hasn't been published openly.
Senior Constable First Class is a preserved rank. Only members gazetted at that rank before the 2022 agreement was certified keep it, so you can't be promoted into it now. And there's no Inspector rank in the salary tables we read.
The legal rules: merit and qualification
Promotion in the NT is governed by the Police Administration Act 1978 and the Police Administration Regulations. Two ideas run through both: you must be qualified for the rank, and, for competitive steps, you must have merit, or superior merit, for the position.
Merit means capacity to perform the duties of the rank, having regard to knowledge, skills, qualifications and experience; aptitude, diligence, good conduct and quality of service; and potential for future development. (Police Administration Act, s 15A)

Constable First Class and Senior Constable: the non-competitive steps
The first two moves after graduation don't depend on a vacancy. They depend on time served and holding the right qualifications.
- 1
Constable 1 to Constable 4
Years 1-4Annual increments from graduation. Probation for Constables runs to the second anniversary of commencement (Police Administration Act s 16A), and the Commissioner can shorten or extend it.
- 2
Constable First Class
From year 5Four completed years of service, current OSTT (Defensive Tactics, Glock and Senior First Aid) and the mandatory College online assessments, under the 2022 Consent Agreement. You then move through Constable 1/C 5 to 1/C 10.
- 3
Senior Constable
On qualifyingRegulation 7 says the Commissioner must promote a Constable to Senior Constable immediately on becoming qualified. The current qualifications are in a Commissioner's determination published in the Gazette.
If you're refused Senior Constable
The Commissioner can refuse only if of the opinion that you'd be unable to efficiently do the duties of the rank, and must give written reasons. You have 14 days to ask for a review. The Commissioner's review decision is final, but if the refusal stands, the Commissioner must make sure you're offered training to improve your chances next time (regulation 7(3)-(6)).
Sergeant and above: merit selection for a position
From Sergeant up, promotion is to a particular position, and it's competitive. The Commissioner calls for applications in the Police Gazette at least 14 days before promoting anyone. To be promoted, you must be qualified for the rank and have superior merit to the other members who applied for that position (regulation 9).
What decides a competitive NT promotion
- ✓ Holding the Commissioner's gazetted qualifications for the rank
- ✓ Your knowledge, skills, qualifications and experience
- ✓ Aptitude, diligence, good conduct and quality of service
- ✓ Your potential for future development in the Force
- ✓ Any other matter the Commissioner reasonably considers relevant (s 15A(b))
What a strong application shows
Because the test is superior merit for a particular position, a generic application rarely wins. Read the Gazette notice for the duties of that role, then show evidence against each one: an operation you coordinated, a probationer you mentored, a complaint you resolved, a roster you fixed. Section 15A lists good conduct and quality of service as merit factors, so your service record is part of the comparison too.
Supervisors at Sergeant level are judged on how well the people around them perform. Pick examples where you changed what others did, and say what happened as a result. If you've worked remote or community postings, use them: managing a small station with limited backup is strong evidence of judgement and independence.
The application form and content are whatever the Commissioner determines (regulation 8(2)), so each notice sets its own requirements. Regulation 8(3) also lets you apply for a position at a lower rank. If you're appointed, your conditions become those of the lower rank.
From Gazette notice to confirmed promotion
- 1
Vacancy advertised
Day 0Gazette notice calling for applications, at least 14 days before any promotion (reg 8).
- 2
Application and assessment
VariesYou apply in the form the Commissioner sets. The Commissioner assesses qualification and merit (reg 9).
- 3
Medical examination
Before promotionThe Commissioner must request a medical examination for a proposed promotion (s 166AA).
- 4
Provisional promotion gazetted
GazettePromotions up to Senior Sergeant are notified in the Gazette and are provisional (reg 10).
- 5
Appeal window
14 daysQualified applicants who missed out have 14 days to appeal, or longer if the Commissioner allows (s 92(2)).
- 6
Promotion confirmed
ConfirmedOnce appeals are waived, lapse, are struck out, disallowed or withdrawn, the Commissioner confirms the promotion, backdated to the date it provisionally took effect (reg 10(2)-(3)).
Promotions Appeal Boards: how NT appeals work
The NT gives a statutory appeal against promotions to Senior Sergeant or below. You can appeal if you were qualified and applied for the rank. A Police Cadet passed over for appointment as Constable, and a member refused promotion on medical grounds, can also appeal (section 92(1A)).

Costs can be awarded
Because a Board can award costs and strike out frivolous appeals, talk to the NT Police Association before you lodge. Build your appeal around evidence of merit against the specific position, because that's the only ground the Act allows.

Base salary understates NT pay. Operational members get a Consolidated Allowance of 23% of salary once posted, and members in gazetted general policing positions, Senior Sergeant and below, get a General Policing Allowance of 5% of base salary. Because both are percentages, every promotion lifts them too.

*Our calculation with 2026-27 ATO rates. Assumes both allowances apply, which depends on your position. Excludes night shift, overtime, remote allowances and super.
On these assumptions, moving from the top of Senior Constable to Sergeant 1 is worth about +$12,695 a year in package terms. The night shift allowance (15% of base salary per night shift) and the detectives allowance (5% of base salary) are also percentages of base, so they move with your rank as well.
Higher duties: acting up counts
The NT is generous to members who act up. The higher duties allowance pays difference to the higher rank's increment when you act for 40 or more hours in a consecutive shift sequence. Under clause 16 of the 2022 Consent Agreement, time on higher duties can also count toward increments and promotion recognition at one substantive rank.
Why acting up helps
- ✓You're paid the difference to the higher rank
- ✓It can count toward increments at the higher rank
- ✓It gives you real leadership examples for a panel
Things to check
- ✕The 40-hour qualifying period is per consecutive shift sequence
- ✕Recognition is limited to one substantive rank
- ✕Confirm with your rostering officer how your hours are recorded

How to prepare for an NT Police promotion
The NT's rules reward preparation that starts well before a vacancy appears.
Your preparation plan
- ✓ Keep OSTT current: it's a condition of Constable First Class and part of being promotion-ready
- ✓ Get the Commissioner's current qualification determination from the Gazette and plan your study around it
- ✓ Take higher duties when offered, and keep a record of what you led
- ✓ Write 8 to 10 leadership examples in STAR form, mapped to the s 15A merit factors
- ✓ Read each Gazette notice for the position's specific requirements
- ✓ Diarise the 14-day appeal window and speak to the NTPA early if you miss out

Frequently asked questions
How do you get promoted to Senior Constable in NT Police?
Under regulation 7 of the Police Administration Regulations, the Commissioner must promote a Constable to Senior Constable as soon as they become qualified. It isn't competitive. The Commissioner can refuse only if they believe you can't efficiently do the job, must give reasons, and you can ask for a review within 14 days.
What do I need for Constable First Class in the NT?
Under the 2022 Consent Agreement, Constable First Class needs four completed years of service, current Operational Safety and Tactics Training (Defensive Tactics, Glock and Senior First Aid) and the mandatory College online assessments. It's a pay classification on the way to Senior Constable rather than a competitive promotion.
Can you appeal a promotion in NT Police?
Yes, for promotions to Senior Sergeant or below. A member who applied and was qualified can appeal to a Promotions Appeal Board within 14 days of the Gazette notice. The only ground is that you have superior merit to the member promoted. Lawyers can't represent either side at the hearing.
How much does a Sergeant earn in the NT Police?
Our estimate for Sergeant 1 is $130,457 base in 2026, rising to $139,008 at Sergeant 5. In a general policing position, the 23% Consolidated Allowance and 5% GPA lift that to about $166,985. These are our estimates from the 2022 agreement plus the 2025 increases, not official figures.
Is there an Inspector rank in the NT Police Force?
The Consent Agreement salary tables we read have no Inspector rank: they go from Senior Sergeant to Superintendent. The Police Administration Act refers to Superintendent, Commander and above for commissioned officers. Check the current Consent Agreement or ask the NT Police Association if you need the full officer structure.
Do I need a medical to be promoted in the NT?
Yes. Section 166AA of the Police Administration Act requires the Commissioner to ask a member proposed for promotion to undergo a medical examination. If it shows you aren't medically fit for the position, including your mental health, the Commissioner can refuse the promotion. A refusal on that basis can be appealed under section 92.
Can you skip a rank in NT Police?
Section 16(3) of the Police Administration Act lets the Commissioner promote a qualified member two ranks up if satisfied no member in the rank in between is both qualified and of superior merit. It's an exception, not a normal route, and the regulations' advertising and merit rules still apply.
Does the 2025 Consent Agreement change promotion rules?
We haven't been able to read the full 2025 Consent Agreement, because the NTPA copy is members-only and the government copy wasn't accessible. What's public covers pay rises and some allowances. If it changed promotion or progression rules, the NT Police Association can confirm.
